Massachusetts Global Warming Solutions Act (S. 2540 MA)

August 7, 2008

Signed by the Governor on August 7, 2008, Section 9 of this Act creates an Advisory Committee to "analyze strategies for adapting to the predicted impacts of climate change in the commonwealth" of Massachusetts. Committee membership requirements are articulated, including expertise in the following areas: "transportation and built infrastructure; commercial, industrial and manufacturing activities; low income consumers; energy generation and distribution; land conservation; water supply and quality; recreation; ecosystems dynamics; coastal zone and oceans; rivers and wetlands; and local government.

A Review of the Impacts of Climate Variability and Change on Aeroallergens and Their Associated Effects

August 2008

This report presents a survey of the current state of knowledge of the potential impacts of climate change and variability on aeroallergens—pollen, mold, and indoor allergens—in the United States and the allergic diseases associated with them. The report focuses on the three main allergic diseases that have been associated with exposure to aeroallergens—allergic rhinitis (hay fever), asthma, and atopic dermatitis (eczema)— and the associated health effects and economic burdens they impose.

Climate Change in Coastal Areas in Florida: Sea Level Rise Estimation and Economic Analysis to Year 2080

August 2008

In this report the results of downscaled modeling efforts of the effect of sea level rise on six coastal counties in Florida are presented, including: Dade, Dixie, Duval, Escambia, Monroe and Wakulla counties. Additionally, assessments of  the potential economic impacts that this phenomenon could have are presented. Using representative storms, estimates are provided of the damage that could be inflicted from storm surge and flooding, both of which will become more intense and more frequent as a consequence of climate change.

Climate Change, Tropospheric Ozone and Particulate Matter, and Health Impacts

July 10, 2008

Because the state of the atmosphere determines the development, transport, dispersion, and deposition of air pollutants, there is concern that climate change could affect morbidity and mortality associated with elevated concentrations of these gases and fine particles. This report reviews studies projecting the impacts of climate change on air quality and studies projecting the impacts of these changes on morbidity and mortality. Specific attention is given to cities on the East Coast of the United States, and California.

Pennsylvania Climate Change Act of 2008

July 9, 2008

The Pennsylvania Climate Change Act of 2008 (Act 70) established a Climate Change Advisory Committee for purposes of advising the PA Department of Environmental Protection (DEP) on implementation of the Act. These activities include, but are not limited to, the designation of a voluntary greenhouse gas registry, the delivery of a greenhouse gas inventory report, the creation of an impacts assessment and the development of a climate change action plan.

Global Warming in the Free State

July 2008

This comprehensive climate change impact assessment was developed to support adaptation planning in the state of Maryland. It was prepared by a Scientific and Technical Working Group, by leading experts in the state in climate change and its impacts, including experts from the University of Maryland.  This assessment informed development of the state's Phase II Adaptation Strategy, A Comprehensive Strategy for Reducing Maryland's Vulnerability to Climate Change.

South Carolina Climate, Energy, and Commerce Committee Final Report

July 2008

The Final Report of South Carolina's Climate, Energy, and Commerce Committee provides a greenhouse gas emissions inventory and forecast, recommended emission reduction goals for South Carolina by 2020, and advice for state and local governments on measures to address climate change. The report includes a comprehensive set of 51 specific policies to reduce GHG emissions and address climate-, energy-, and commerce-related issues in South Carolina. One of these recommendations advocates that the state establish a "Blue Ribbon" Commission to develop a Climate Change Adaptation Plan.

Wisconsin's Strategy for Reducing Global Warming

July 2008

Wisconsin's Global Warming Task Force was created by Governor Jim Doyle, pursuant to Executive Order 191, on April 5, 2007. The Task Force was assigned to develop this strategy to assess and inventory Wisconsin's greenhouse gas (GHG) emissions and set emission reduction goals. The Report proposes over 50 actionable policy recommendations in the utility, transportation, agriculture and forestry, and industry sectors, including a proposed federal or regional GHG Cap and Trade Program, to achieve these goals.
