Oregon's Final Report to the Governor - A Framework for Addressing Rapid Climate Change
January 2008
The state's Climate Change Integration Group (CCIG), through this report created in 2008, started the development of a framework to assist individuals, businesses, and governments in the state to incorporate climate change into their planning processes, based on observed impacts, and human and economic threats. The report is organized in 4 parts: 1) Preparation and Adaptation, 2) Mitigation, 3) Education and Outreach, and 4) Research, with a synthesis of key recommendations at the beginning. The Adaptation section largely defers to the Global Warming Commission, the anticipated successor group to the CCIG, and indicates that more work is needed to develop action strategies around preparation and adaptation.

The Effects of Climate Change on American Indian and Alaska Native Tribes

This article discusses how the U. S. can do a better job of addressing tribes in climate policy, given the unique risks tribes face and the unique legal structures that govern tribes. As the safety, culture, and economies of many tribes are threatened along with the environment, the authors argue that the needs of tribes must be taken into account, and that tribes need to be at the table. Recommendations are made on how tribes can better fit into the existing policy and governance landscape, "both within the framework of federal law and through the exercise of tribal sovereignty.

Updated in 2008, the focus of the guide is to provide water managers a step-by-step process to anticipate and respond to potentially severe drought and other water shortages. Examples of well-conceived and executed plans in California and other parts of the country are provided to illustrate recommendations whenever possible. It also demonstrates that successful programs are commonly the result of a cooperative effort between water suppliers and their customers. This guidebook presents examples of efforts by water suppliers throughout the United States, along with a wide array of approaches to address variable water supply and demand scenarios throughout the state.

Local Government Climate Change Adaptation Toolkit

The Cities for Climate Protection (CCP) Adaptation Initiative in Australia has focused on planning for the impacts of climate change by developing local councils’ capacities to apply a risk management process. The objective of the CCP Adaptation Initiative in its first year was to examine internal processes that these councils rely upon to make decisions related to complex data used in climate change projections and scenarios. The result of the first year’s work by the initiative is this toolkit.

The National Wildlife Federation (NWF) Climate-Smart Communities program helps cities and towns use nature-based approaches to prepare themselves for the impacts of climate change in ways that support people, wildlife, and habitat. Are We Ready? Preparing for the Public Health Challenges of Climate Change

In order to better understand the current state of preparedness for the health effects of climate change, the Environmental Defense Fund collaborated with the National Association of City and County Health Officials (NACCHO) and George Mason University to conduct a survey of local health departments from around the country. The survey asked respondents to discuss their perception of climate-related health risks and the status and adequacy of their departments' activities in response to these risks.
