A Perfect Storm: Extreme Weather as an Affordable Housing Crisis Multiplier

On August 1, 2019, the Center for American Progress published “A Perfect Storm,” a report which analyzes the relationship between the affordable housing and climate change crises, and presents 5 policy recommendations for building more resilient and prepared communities. The report explores the intersection of diminishing affordable housing and rising homelessness, as well as the disproportionate impacts extreme weather events have on low-income neighborhoods and communities of color. Authors of the report assert that local, state, and federal policymakers must take action to build strong, healthy, accessible, and affordable communities in the face of a changing climate.

A Guide to Climate-Smart Meadow Restoration in the Sierra Nevada and Southern Cascades

May 2019

This handbook was designed to support climate-smart meadow restoration projects in the mountain meadows of northern California. The report offers guidance on incorporating climate change impacts into a meadow vulnerability assessment, and adaptive measures into restoration planning and design. The report describes how to conduct a vulnerability assessment, and how to apply Point Blue’s climate-smart restoration principles to address those vulnerabilities with adaptation measures. The guide describes desired meadow restoration outcomes, climate projections for the Sierra Nevada region, and includes a summary of a climate vulnerability assessment for four riparian meadow restoration projects in the northern Sierra and southern Cascades.

Mandatory Inclusionary Zoning Ordinance, Miami, Florida

December 13, 2018

In 2018, Miami passed a mandatory inclusionary zoning (IZ) ordinance that requires the inclusion of affordable housing in the Omni Community Redevelopment Agency (CRA) district, a 30-block area north of downtown Miami. Miami currently ranks lowest in the  availability of affordable rental units among cities in the nation. Meanwhile, low-income communities in the city’s inland neighborhoods that are historically black and Latinx now face development pressures from wealthier residents seeking to relocate from the city’s low-lying coastal neighborhoods to the city’s inland neighborhoods.

Advancing Community Adaptation - A Framework for Project Prioritization and Decision Making in coastal Louisiana

2018

Louisiana faces severe climate change impacts of sea level rise and extreme weather events, and related flooding, subsidence, and coastal erosion. The Center for Planning Excellence and Dr. Denise Reed collaborated to develop this adaptation framework for coastal Louisiana, with a particular focus on non-structural elements and the communities impacted in the region.  This framework is a tool for a more holistic approach to planning coastal community resilience, and provides near- and long-term strategies for flood risk mitigation and implementing adaptation measures.

Austin, Texas Climate Resilience Action Plan for City Assets and Operations

April 2018

The Climate Resilience Action Plan for Austin, Texas provides an assessment of extreme weather impacts to City-owned assets and operations, and outlines strategies for the City of Austin’s long-range planning in response to current and projected climate change. The plan describes climate adaptation strategies for the City’s Utility Infrastructure (electric, water, wastewater and telecommunications), Transportation Infrastructure, and Community Facilities.

Metro Boston Regional Climate Change Adaptation Strategy Report

June 30, 2014

The Boston Metropolitan Area Planning Council (MAPC) has developed this adaptation strategy in response to research on the current and projected climate change impacts for the 101 cities and towns of the Metro Boston area of Massachusetts. A Vulnerability Assessment was conducted in developing this strategy and finds that the region is expected to experience an increase in frequency and severity of rain and snow storms, and an increase in heat waves, and sea level rise as a result of climate change.

Social Science Tools for Coastal Programs - Introduction to Stakeholder Participation

This guide, published by the NOAA Coastal Services Center (CSC), introduces coastal managers to concepts of stakeholder analysis and engagement. The document explains how different stakeholder groups and their interests should be identified during the coastal planning process. Additionally, NOAA CSC provides the reader with guidance for when and how during the coastal planning process stakeholders should be engaged. Additionally, the document provides guidance on identifying coastal management stakeholders, describes some of the most commonly used techniques for stakeholder participation, and discusses evaluation of stakeholder participation.

Lead with Listening: A Guidebook for Community Conversations on Climate Migration

In 2021, the Climigration Network, in partnership with a diverse team of researchers, released Lead with Listening: A Guidebook for Community Conversations on Climate Migration. The guidebook is a resource on climate migration and how to have effective dialogue about it. It addresses how various factors (e. g. , cultural, financial, and location) make conversations surrounding the topic of climate migration (also called “managed retreat” or “relocation,” among other terms) challenging.

New York State Climate Leadership and Community Protection Act (SB S6599)

July 18, 2019

Passed in July of 2019, New York State’s Climate Leadership and Community Protection Act (CLCPA) (Senate Bill S6599) commits the State of New York to implementing several integrated climate adaptation planning and climate justice goals. In addition to aggressive climate mitigation goals — including zero GHG emissions by 2050 and 100% renewable electricity usage by 2040 — the Act aims to address adaptation and resilience across state programming, land use planning, and local government support.
