California Climate Adaptation Strategy - Energy and Transportation Infrastructure

December 2009

Chapter X of the 2009 California Climate Adaptation Strategy (CAS) summarizes projected climate change impacts to transportation and energy infrastructure in the state, and recommends adaptation strategies to address those impacts. California’s extensive infrastructure system will likely be subject to climate change-related impacts from higher temperatures, shifting precipitation patterns, sea-level rise, and extreme weather events. To adapt to these impacts, the CAS recommends four adaptation strategies for transportation infrastructure: develop a climate vulnerability assessment; incorporate climate change into existing investment decisions; develop design standards to minimize risks; and incorporate climate change considerations into disaster preparedness planning.

2019

The City of Tempe, Arizona’s first Climate Action Plan (CAP) offers a roadmap toward sustainability and climate change resilience focusing on emissions reductions in transportation and energy use, and resilience to extreme heat. The plan includes twelve climate mitigation and adaptation actions for the city government, businesses, and residents of Tempe.

European Road Authorities’ Climate Risk Assessment Tools: RIMAROCC and ROADAPT Projects

May 2015

European nations collaborated on two research projects beginning in 2009 to develop a detailed climate change risk assessment methodology and tools for adapting transportation systems and infrastructure. The first project, entitled “RIMAROCC” (Risk Management for Roads in a Changing Climate), produced a risk assessment framework to support decision-making regarding roads in light of climate change impacts. The more recent “ROADAPT” (Roads for Today, Adapted for Tomorrow) project developed guidelines and tools to be used with the RIMAROCC risk assessment framework, to better inform detailed vulnerability and socioeconomic impact assessments, and selection of adaptation strategies.

HUD National Disaster Resilience Competition

June 14, 2014

One-time funding opportunity (this competition closed in January 2016 when thirteen winning proposals were selected)

In a one-time funding announcement, the U.S. Department of Housing and Urban Development (HUD) allocated $1 billion in federal disaster recovery dollars through the National Disaster Resilience Competition (NDRC).  The competition was announced on June 14, 2014 and the winners were announced in January 2016.  This resource is a good example of how a grant program can be used to spur innovative resilience projects, it also demonstrates a model for reforming procedures for conducting benefit-cost analyses to account for the social and environmental benefits of resilience projects.

Indicators to Measure Progress in Promoting Sustainable Communities

Rebuild by Design: Big U - Transportation Elements

June 2014

New York City has been awarded $335 million to build a flood protection system around lower Manhattan and protect the critical ground transportation artery FDR Drive, as envisioned in the Big U project proposal developed for Rebuild by Design. The Big U proposal was one of six winners of the U. S. Department of Housing and Urban Development’s (HUD) Rebuild by Design Competition and was developed by the Bjarke Ingels Group (BIG). The BIG U project proposes to build deployable walls that swing down from the underside of FDR Drive, which runs along the East River on the eastern side of Manhattan and has been an inlet for flood waters into Manhattan during extreme weather events like Hurricane Sandy.

Great Lakes Green Streets Guidebook

August 2013

This guidebook, published by the Southeast Michigan Council of Governments (SEMCOG), provides examples of roadways projects within the Great Lakes Watershed that utilize green infrastructure methods to improve water quality and reduce stormwater runoff. Developed as a complement to the Low Impact Development Manual for Michigan, the guidebook offers support to municipalities interested in planning, designing, and constructing green streets.

Boston Architectural College Green Alley Initiative

October 2013

The Boston Architectural College (BAC) installed a green alley demonstration project on its campus located in the Back Bay area of Boston along the Charles River.   The green alley used permeable pavement to allow stormwater to percolate through the road bed to recharge groundwater and filter pollutants.   The project was designed to be replicable and to help with public education on the benefits and design of green infrastructure. The purpose of the green alley is to reduce polluted runoff by filtering and redirecting rainfall to the groundwater table.

Conservation and Development Policies: The Plan for Connecticut 2013-2018

In Connecticut, state agency actions for the acquisition and development of land and public infrastructure equipment and facilities in excess of $200,000 must be consistent with the state’s Conservation and Development (C&D) Plan (Connecticut General Statutes Chapter 297, Section 16a-31). The plan includes six Growth Management Principles that promote smart growth through: higher density, mixed income housing; transit oriented development; conserving natural, cultural, and historical resources; protecting public health and safety assets; and integrated planning across the state, regional, and local levels.

Mission Creek Sea Level Rise Adaptation Study - San Francisco, California

September 2016

This report presents a high-level vulnerability assessment along with seven adaptation design concepts for Mission Creek and the Mission Bay neighborhood adjacent to the San Francisco Bay in San Francisco, California. This adaptation study seeks to inform sea level rise resilient redevelopment in Mission Bay - one of the largest redevelopment projects in the city of San Francisco. Though focused around Mission Creek, the process and design ideas detailed in this report can be replicated in other parts of the Bay Area.
