Central Hardwoods Ecosystem Vulnerability Assessment and Synthesis: A Report from the Central Hardwoods Climate Change Response Framework Project

This report was prepared by the United States Department of Agriculture (USDA)’s Central Hardwoods Climate Change Response Framework Project in conjunction with the Northern Research Station of the U. S. Forest Service (USFS). Assessing the ecosystem vulnerability to climate change of nine natural community types in the Central Hardwoods Region, the document uses forest model projections and projections for wildfires, invasive species, and diseases. This assessment evaluates the vulnerability of terrestrial ecosystems in the Central Hardwoods Region of Illinois, Indiana, and Missouri to a range of future climates.

Maryland Climate Change and Coast Smart Construction Infrastructure Siting and Design Guidelines

January 31, 2014

In December 2012, Maryland Governor Martin O’Malley signed an Executive Order (EO) entitled “Climate Change and ‘Coast Smart’ Construction,” requiring state agencies to consider risks of coastal flooding and sea-level rise in state capital budget projects, and requiring the Department of Natural Resources (DNR) to develop guidelines for the siting and design of infrastructure and other projects. Pursuant to the EO, in January 2014, the DNR-led Climate Change and Coast Smart Construction Working Group published “Coast Smart” Guidelines that provide recommendations to institutionalize consideration of coastal flooding and sea-level rise in planning and constructing all new or rehabilitated state structural and infrastructure projects, as well as state-funded private projects.

Chattanooga-Hamilton County/North Georgia 2040 Regional Transportation Plan

December 2013

The long-range regional transportation plan for the Chattanooga-Hamilton County/North Georgia Transportation Planning Organization (CHCNGA TPO), entitled “2040 Regional Transportation Plan” (2040 RTP), includes a report on Climate Change and Transportation Resiliency for the region. The Plan identifies critical transportation assets in the CHCNGA TPO region, assesses the potential vulnerability and risk for each asset across a range of potential impacts, and outlines planning, design and operations adaptation actions that could be deployed to mitigate potential vulnerabilities.

Connections 2040: Plan for a Greater Philadelphia (Pennsylvania)

September 2013

“Connections 2040: Plan for Greater Philadelphia” outlines strategies that communities can use to prepare their transportation system for the impacts of climate change, and includes examples of how cities within the greater Philadelphia region are using adaptation planning to enhance their transportation projects. Connections 2040 is a past version of the Delaware Valley Regional Planning Commission’s (DVRPC) long-range transportation plan, and is built around four core principles: manage growth and protect the environment; create livable communities; build the economy; and establish a modern multimodal transportation system.

Climate Risk Assessment for United Kingdom's "High Speed Two" Rail Network

November 2013

The UK Government's proposed design for a new high speed railway between London and points north considered climate change-related risks, including flooding of tracks and overheating in tunnels. The risk assessment report discusses how those risks will be addressed in the proposed design for the project. The proposed project, High Speed Two (HS2), is designed to link eight of Britain’s ten largest cities and increase the capacity of the country’s rail infrastructure. The project is expected to cost 16 billion British pounds, with service to start in 2026.

Paths to a Sustainable Region - Boston Region Long-Range Transportation Plan

September 22, 2011

The Boston Region Metropolitan Planning Organization’s (MPO) Long Range Transportation Plan (LRTP), “Paths to a Sustainable Region,” outlines policies, programs, and projects of regional significance or major infrastructure projects that have been identified as priorities for the region between now and 2035. The Boston LRTP adds climate change as an area of emphasis, and acknowledges the importance of adaptation measures to lessen or avoid potential impacts from climate change.

2060 Florida Transportation Plan

December 2010

The “2060 Florida Transportation Plan” provides transportation planning guidance for the state, and includes emergency preparedness and resilience planning in its long-range objectives. The Plan, developed by the Florida Department of Transportation (FDOT), sets high-level transportation objectives for the state, and offers implementation strategies to meet those objectives.

California Climate Adaptation Strategy - Energy and Transportation Infrastructure

December 2009

Chapter X of the 2009 California Climate Adaptation Strategy (CAS) summarizes projected climate change impacts to transportation and energy infrastructure in the state, and recommends adaptation strategies to address those impacts. California’s extensive infrastructure system will likely be subject to climate change-related impacts from higher temperatures, shifting precipitation patterns, sea-level rise, and extreme weather events. To adapt to these impacts, the CAS recommends four adaptation strategies for transportation infrastructure: develop a climate vulnerability assessment; incorporate climate change into existing investment decisions; develop design standards to minimize risks; and incorporate climate change considerations into disaster preparedness planning.

The City of Tempe, Arizona’s first Climate Action Plan (CAP) offers a roadmap toward sustainability and climate change resilience focusing on emissions reductions in transportation and energy use, and resilience to extreme heat. The plan includes twelve climate mitigation and adaptation actions for the city government, businesses, and residents of Tempe.

HUD National Disaster Resilience Competition

June 14, 2014

One-time funding opportunity (this competition closed in January 2016 when thirteen winning proposals were selected)

In a one-time funding announcement, the U.S. Department of Housing and Urban Development (HUD) allocated $1 billion in federal disaster recovery dollars through the National Disaster Resilience Competition (NDRC).  The competition was announced on June 14, 2014 and the winners were announced in January 2016.  This resource is a good example of how a grant program can be used to spur innovative resilience projects, it also demonstrates a model for reforming procedures for conducting benefit-cost analyses to account for the social and environmental benefits of resilience projects.
