ADAPTool (Adaptive Design and Assessment Policy Tool)
From the International Institute for Sustainable Development (IISD), this policy self-assessment tool is designed to help policy-makers take stock of a suite of existing policies and programs that are being implemented to help stakeholders deal with a specific stressor (i. e. , changing physical climate, or market pricing shocks). ADAPTool is a Microsoft Excel workbook-based program, and takes the policy analyst through a series of questions to: (i) better define the vulnerability of specific economic sectors to a stressor; (ii) assess the ability of a suite of programs and policies to contribute to necessary adaptation actions and stakeholder adaptive capacity; and (iii) gauge the ability of the suite of programs and policies to address unanticipated stakeholder needs.

HHS Community Services Block Grant
October 27, 1998
The U. S. Department of Health and Human Services (HHS) Community Services Block Grant (CSBG) provides formula grants to reduce poverty in low-income communities, help poor families receive necessary services, and put low-income individuals and families on a path toward self-sufficiency (CFDA Program Number 93. 569). The CSBG is a $715 million program funds more than 1,000 local anti-poverty organizations around the country annually, which provide services to more than 16 million people in 3,000 counties.

This law review article discusses ways in which states can protect their public trust lands from sea-level rise while remaining respectful of property owners' rights and investments. The article examines land use planning options by which coastal states might retain some of their public trust tidelands 'in perpetuity' no matter how much the sea rises, at least in areas that have not yet been developed.

Porous Asphalt Study: “Effect of Road Shoulder Treatments on Highway Runoff Quality and Quantity”
July 1997
The Washington State Transportation Center (TRAC) studied the effectiveness of porous asphalt road shoulder treatments at reducing the quantity and improving the quality of highway stormwater runoff, compared to traditional asphalt and gravel. Out of the three treatments tested, the porous asphalt shoulders produced both the lowest volume of runoff and runoff with the lowest concentration of pollutants. The report suggests that although porous asphalt may have higher installation costs than traditional asphalt, the use of porous asphalt road shoulders may have long-term economic benefits along with safety and environmental advantages.

Cold Weather Shelter Voucher Program for San Diego, California
1997
Since 1997, San Diego County, California’s Department of Housing and Community Development, in collaboration with the Health and Human Services Agency, implemented the Cold Weather Shelter Voucher Program, which provides emergency hotel and motel vouchers to homeless families and individuals – seniors, people with disabilities, and pregnant women – during winter months or inclement weather. Participants are permitted to stay for up to 28 days in the hotel/motel, and during this stay, will have access to resources that will help the individual or families find more permanent housing.

Community Climate System Model/Community Earth System Model (CCSM/CSEM)
The Community Earth System Model (CESM), which grew out of the former Community Climate System Model (CCSM), is a fully-coupled, global climate model that provides state-of-the-art computer simulations of the Earth's past, present, and future climate states. The CCSM has often been used by decision-makers in creating informed adaptation plans, and the CESM continues to improve on previous capabilities.

Executive Order 12898: Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations
February 11, 1994
On February 11, 1994, President Clinton signed E.O. 12898 which directs federal agencies to make achieving environmental justice part of its mission by identifying and addressing disproportionately high and adverse human health, environmental, economic and social effects of its activities on minority and low-income populations. Agencies are further directed to identify potential effects and mitigation measures in consultation with affected communities.

EPA Environmental Justice Small Grant Program
1994
The U. S. Environmental Protection Agency (EPA) Environmental Justice Small Grants program provides financial assistance to community-based organizations, and local and tribal governments working on projects to address environmental and public health concerns. The program uses grants to strengthen community-based programs that engage overburdened communities and build partnerships to promote environmental well-being and improve public health. Applicants are encouraged to develop innovative projects that focus on climate resiliency and adaptation in communities with environmental justice concerns.

Prince William County Stormwater Fee
1994
Prince William County, Virginia established a stormwater utility in 1994 to pay for the county's stormwater management plan. Landowners of developed properties pay a fee based upon the amount of impervious surface on their property. In 2014, the county assessed fees of $38.21/year for owners of single family homes, $28.69/year for owners of townhomes or apartments, and business owners are charged $18.56 per 1,000 sq. ft. of impervious area.
