Cold Weather Shelter Voucher Program for San Diego, California
1997
Since 1997, San Diego County, California’s Department of Housing and Community Development, in collaboration with the Health and Human Services Agency, implemented the Cold Weather Shelter Voucher Program, which provides emergency hotel and motel vouchers to homeless families and individuals – seniors, people with disabilities, and pregnant women – during winter months or inclement weather. Participants are permitted to stay for up to 28 days in the hotel/motel, and during this stay, will have access to resources that will help the individual or families find more permanent housing.

Cities Advancing Climate Action: Leveraging Federal Funds for Local Impact A Resource Guide
January 2022
In January 2022, the U. S. Conference of Mayors (USCM) and the Center for Climate and Energy Solutions (C2ES) released Cities Advancing Climate Action: Leveraging Funds for Local Impact, a resource guide of municipal case studies. Following the passing of the American Rescue Plan and the Infrastructure Investment and Jobs Act (IIJA) in 2021, USCM and C2ES compiled these case studies that provide guidance to cities on how they can utilize funding from these laws to promote resilience. USCM and C2ES assert that “cities have been at the center of advancing climate and resilience priorities for communities for decades” and the influx of funding is an opportunity for cities to make “impactful action against climate change and structural inequality.

Lac du Flambeau Climate Change Resilience Initiative
The Lac du Flambeau Band of Lake Superior Chippewa (Ojibwe) Indians have developed the Climate Change Resilience Initiative incorporating traditional knowledge and western science to better understand how the land, waters, species and resources have been and will be affected by climate change. The Initiative is built around the greater goal of protecting minobimadiziiwin (culture and way of life) and the economy of the Waswagoning (Lac du Flambeau) community for the next seven generations. Four climate related plans were developed by the Lac du Flambeau including an Energy Reduction Plan, Hazard Mitigation Plan, Climate Change Vulnerability Assessment, and a Climate Change Adaptation Plan.

A Perfect Storm: Extreme Weather as an Affordable Housing Crisis Multiplier

On August 1, 2019, the Center for American Progress published “A Perfect Storm,” a report which analyzes the relationship between the affordable housing and climate change crises, and presents 5 policy recommendations for building more resilient and prepared communities. The report explores the intersection of diminishing affordable housing and rising homelessness, as well as the disproportionate impacts extreme weather events have on low-income neighborhoods and communities of color. Authors of the report assert that local, state, and federal policymakers must take action to build strong, healthy, accessible, and affordable communities in the face of a changing climate.

City of Miami, Florida Resolution on Climate Gentrification
November 5, 2018
On November 5, 2018, Mayor Suarez of Miami signed a Resolution directing city staff to research the effects of “climate gentrification” on low-income communities that are inland at higher elevations, and to explore ways to stabilize property taxes to reduce displacement. The City of Miami, Florida is seeing high rates of sea-level rise and increasing incidence of nuisance flooding in low-lying areas. As a result, higher elevation areas of the city, which house many of Miami’s lower and moderate income communities, are seeing greater development pressures, which is affecting property values and taxes.

LA Green Zones Program: Groundtruthing
2018
The Los Angeles County, California, Department of Regional Planning (DRP) developed the Green Zones Program in 2015, to attain equitable development for the next 20 years, and to help update the Los Angeles County General Plan. Centering on environmental justice and community engagement, the program aimed to ensure that residents of all income levels can enjoy the development of the County under the changing climate and severe heat. The program addressed the contamination problems in the unincorporated communities, and also secured affordable housing to avoid displacement of the existing residents due to development. The Green Zones Program Framework contained four elements: land use policy, community engagement, environmental justice screening map, and prevention and mitigation. "Groundtruthing" was the main procedural tool utilized by the program to collect and study the potential environmental hazards information in the communities. It emphasized the importance of collaboration with community members and community-based organizations. Groundtruthing was not a one-time event, but a continuing effort between the government and the local communities.

The United Nations (UN) Sustainable Development Goals (SDGs) were adopted by world leaders in 2015 to create collaborative partnerships across and between countries and communities to achieve objectives around economic growth, environmental sustainability, and social inclusion. In 2015, as part of the USA Sustainable Cities Initiative (USA-SCI) program, the City of Baltimore, Maryland was selected as one of three U.S. cities to pilot the implementation of the 17 UN SDGs.
