Buffalo, New York Medical Microgrid - NY Prize

Microgrid projects selected for funding through the NYSERDA NY Prize competition, including a project serving the Buffalo Niagara Medical Campus, demonstrate how states can fund microgrid pilot projects and evaluate the resilience benefits delivered by these types of projects. The Buffalo Niagara Medical Campus (BNMC) secured $1 million in funding from the New York Energy and Research Development Authority’s (NYSERDA) NY Prize to deploy a microgrid project to serve vital medical facilities in Buffalo, New York. The project covers nine health care, life science research, and education facilities including New York’s only freestanding pediatric health facility. The project also serves portions of the adjacent Fruit Belt low income residential neighborhood, which shares common electric infrastructure with the medical campus. BNMC’s proposal emphasized the importance of enabling the health and cancer research facilities to maintain 100 percent service quality during extended power interruptions. The proposal also stressed engaging with surrounding communities to identify priority investment areas, building on existing neighborhood assets by planning a multipurpose community center, advancing a collaborative workforce development strategy, and establishing a land bank program for example. The proposal used the Industrial Economics, Inc. (IEc) model to evaluate the costs and benefits of the microgrid project for critical services. The state of New York created the competition  to spur microgrid development in light of climate change impacts, and called for a variety for microgrid designs involving Combined Heat and Power (CHP), renewables, energy storage, alternative fuel/generation, and controllable loads. The Buffalo Niagara Medical Campus microgrid project was selected for funding as part of an initiative to upgrade and redevelop the campus and its surrounding neighborhoods.

Urban Sustainability Directors Network (USDN) Resilience Hubs

The Urban Sustainability Directors Network (USDN) Resilience Hubs initiative is supporting the development of “hubs” that are defined as community-serving facilities meant to both support residents and coordinate resource distribution and services before, during or after a natural hazard event. Resilience hubs offer an approach to climate adaptation that shifts power to communities and residents, enhances communities’ capacity to adapt to climate impacts, and focuses on social equity. Building on the USDN Resilience Hubs White Paper, the Resilience Hub website provides the necessary resources to guide practitioners through the planning and implementation of resilience hub projects.

USDN Guide to Developing Resilience Hubs

The Urban Sustainability Directors Network (USDN) is supporting the development of Resilience Hubs, which are described as community-serving facilities that aid and educate residents, and coordinate resource distribution and services before, during or after a natural hazard event. The USDN Resilience Hub guidance document is a living framework designed to assist communities in planning for, implementing and operating a community Resilience Hub - geared towards local governments, community-based organizations, and other practitioners.

Wisconsin Climate and Health Toolkits

2019

The Wisconsin Department of Health Services created the Climate and Health Toolkits to offer guidance on health-related climate change preparedness and response to local governments, health departments, and the public. Nine toolkits focused on Extreme Heat, Flood, Winter Weather, Wildfire, Chemical Release, Harmful Algal Blooms, Drought, Thunderstorms and Tornadoes, and Vectorborne Disease are provided, each accompanied by a one-page fact sheet for general audiences. Each toolkit offers background information, climate trends, and health impacts associated with the topic, as well as preparedness strategies and guidance, best practice tips, communication tools for outreach, and additional resources.

Mitigation Matters: Policy Solutions to Reduce Local Flood Risk

November 2019

This report from The Pew Charitable Trusts provides brief summaries of 13 case studies from across the U. S. where states or cities are effectively implementing flood mitigation strategies. The case studies are organized by strategies using existing funds, those generating new revenue, and those employing updated or new regulations to reduce risk and mitigate the impacts of flooding. Because flood risk and the cost of adapting to floods is expected to increase, this report aims to offer model examples and lessons learned to decision-makers seeking to improve their communities’ resilience to floods and storms exacerbated by climate change.

Softening Our Shorelines: Policy and Practice for Living Shorelines Along the Gulf and Atlantic Coasts

March 2020

In collaboration with the Coastal States Organization, the National Wildlife Federation assessed living shorelines policies, permitting and projects of all 18 U. S. Atlantic and Gulf coastal states. The study and resulting policy recommendations promote the use of living shorelines to reduce coastal vulnerabilities and manage the intensifying coastal impacts of climate change - such as sea level rise, coastal storms, and erosion. The report offers best practices, state and federal policy recommendations to support living shorelines implementation, and detailed summaries of permitting processes by state.

San Francisco Bay Shoreline Adaptation Atlas

April 2019

From the San Francisco Estuary Institute (SFEI) and the San Francisco Planning and Urban Research Association (SPUR), the San Francisco Bay Shoreline Adaptation Atlas offers nature-based coastal climate resilience strategies for the San Francisco Bay Area region of California. The Atlas presents a new view of the Bay area in a map divided into areas with common physical characteristics for which specific adaptation strategies can be developed to prepare for sea level rise. The report is intended to inform the regulatory community, regional governments, landscape designers, planners, developers, engineers, and other members of local communities in coordinating and planning for regional resilience - including flood control, transportation, parks, land use, and ecosystem restoration.

The Value of Resilience for Distributed Energy Resources: An Overview of Current Analytical Practices

This analysis from the National Association of Regulatory Utility Commissioners (NARUC) evaluates existing practices of calculating the value of resilience in Distributed Energy Resources (DERs) installed within an energy distribution system. The report examines how the value of resilience was calculated and was applied in both regulatory decision-making and non-regulatory cost-benefit analyses, and provides state regulators with guidance for taking resilience into account when evaluating investments in DERs in the face of high-impact, low-probability extreme weather events.

Regional Collaboratives for Climate Change - A State of the Art

April 2019

Developed by the Institute for Sustainable Communities (ISC) in 2019, this report summarizes the findings of a survey of 15 Regional Climate Collaboratives (RCCs) that are supporting climate change action at the regional scale in the United States. RCCs are networks that coordinate adaptation (and sometimes mitigation) work across jurisdictional boundaries in municipal regions of the U. S. and often include local and state government representatives as well as nonprofit, academic, and private partners.

Lower Manhattan, New York Climate Resilience Study

March 2019

Building on the recovery and climate planning efforts in the wake of Hurricane Sandy, New York State and City funded the Lower Manhattan Climate Resilience Study to identify adaptation and resilience strategies for Lower Manhattan - which is a critical economic, cultural, and civic hub for New York City and the region. Led by the Mayor’s Office of Recovery and Resiliency and the New York City Economic Development Corporation, this study included a climate risk analysis of the area and identified approximately $500 million worth of short- and long-term investments in coastal resilience projects.
