Texas 2017 Coastal Resiliency Master Plan

March 2017

From the Texas General Land Office (GLO), the Coastal Resiliency Master Plan was developed to guide future management of the state’s coastline in support of sustaining resilient local communities and coastal ecosystems. Climate impacts and coastal hazards including coastal erosion, sea level rise, coastal storm surge, habitat loss and degradation, and water quality decline are becoming more severe in Texas - and the GLO established a series of Resiliency Strategies as presented in the plan to address these hazards in a system-wide approach.

Louisiana 2017 Coastal Master Plan

June 2, 2017

In June 2017, the Louisiana State Legislature unanimously approved the state’s 2017 Coastal Master Plan, which updates the state’s 2012 plan.   The Coastal Master Plan provides a 50-year blueprint for directing Louisiana’s investments, regulations, and programs in coastal restoration, resilience, and protection. The plan recommends 124 projects to restore coastal ecosystems, build flood control structures, and enhance land-use policies to reduce flood risks in coastal Louisiana communities and to enhance coastal economies and ecosystems.

Coastal California Adaptation Policy Briefs

February 2018

The Stanford Center for Ocean Solutions released a series of policy briefs for coastal planners to help them develop strategies for adapting to sea-level rise, including engineered, financial, and legal and regulatory strategies.

Building a Better Norfolk: A Zoning Ordinance of the 21st Century

January 23, 2018

The City of Norfolk, Virginia adopted a new zoning ordinance to enhance flood resilience and direct new more intense development to higher ground; the ordinance was adopted on January 23, 2018 and became effective on March 1, 2018. The ordinance establishes a Coastal Resilience Overlay (CRO) zone, where new development and redevelopment will have to comply with new flood resilience requirements, and an Upland Resilience Overlay (URO), designed to encourage new development in areas of the city with lower risk of flooding.

California Sea-Level Rise Guidance - 2018 Update

March 14, 2018

The Ocean Protection Council’s 2018 update of the California Sea-Level Rise Guidance is designed in support of state agencies and local governments preparation for and adaption to sea-level rise (SLR). The report includes a step-by-step approach to SLR risk analysis, and incorporating these projections into planning, permitting, and investment decisions. Recommended adaptation strategies are given for priorities such as bolstering the resilience vulnerable communities and coastal habitats, and incorporating climate change impacts into project design and coastal planning.

Advancing Community Adaptation - A Framework for Project Prioritization and Decision Making in coastal Louisiana

2018

Louisiana faces severe climate change impacts of sea level rise and extreme weather events, and related flooding, subsidence, and coastal erosion. The Center for Planning Excellence and Dr. Denise Reed collaborated to develop this adaptation framework for coastal Louisiana, with a particular focus on non-structural elements and the communities impacted in the region.  This framework is a tool for a more holistic approach to planning coastal community resilience, and provides near- and long-term strategies for flood risk mitigation and implementing adaptation measures.

Mainstreaming Sea Level Rise Preparedness in Local Planning and Policy on Maryland's Eastern Shore

January 2019

The Eastern Shore Land Conservancy partnered with the Georgetown Climate Center (GCC), the Eastern Shore Regional GIS Cooperative, and the University of Maryland Environmental Finance Center for this analysis on sea level rise preparedness in Maryland’s Eastern Shore region. GCC offers a discussion of strategies related to floodplain, zoning and regulatory standards to support sea level rise and coastal flooding resilience policies and decision making.
