November 2016

The final report of the New Hampshire Coastal Risks and Hazards Commission details the growing climate risks from sea-level rise, flooding, storm surge, and extreme weather in coastal New Hampshire. The Commission also recommends policy measures for the the state's legislature, state agencies, and coastal municipalities to help reduce vulnerabilities.

From Tides to Storms: Preparing for New Hampshire's Future Coast - Assessing Risk and Vulnerability of Coastal Communities to Sea-Level Rise and Storm Surge

September 2015

Developed by the Rockingham Planning Commission, the Tides to Storms project worked with 7 coastal communities in New Hampshire (Seabrook, Hampton Falls, Hampton, North Hampton, Rye, New Castle, Portsmouth) to assess their vulnerability to flooding from storm surge and sea-level rise. A regional vulnerability assessment was developed, as well as an assessment report and map set were prepared for each of the seven coastal municipalities. Each assessment considers risks to roadways and supporting transportation infrastructure, critical facilities and infrastructure, and natural resources.

Ecosystem-Service Assessment: Research Needs for Coastal Green Infrastructure

August 2015

The Coastal Green Infrastructure and Ecosystem Services Task Force of the National Science and Technology Council has recommended priority areas of research to support the integration of green infrastructure into coastal resilience planning. This report focuses on the ecosystem services provided by coastal green infrastructure (CGI) and recommends areas for prioritized Federal research to support the integration of CGI.

Adapting to Rising Tides Program: Preserving Shoreline Parks in the Face of Climate Change

September 2015

The Bay Conservation and Development Commission’s (BCDC) Adapting to Rising Tides (ART) Program supports climate adaptation planning across ten shoreline counties in the San Francisco Bay area of California. This report focuses on the East Bay Regional Park District’s (EBRPD) shoreline parks in Contra Costa and Alameda Counties. The ART Program staff worked with EBRPD staff to assess the vulnerability and risk for all EBRPD shoreline parks. The report describes the current condition of those parks the demographics of the populations EBRPD serves, the vulnerability and risks for shoreline parks due to climate change, potential adaptation responses, and recommendations for building shoreline park resilience.

An Adaptation Portfolio for the United States Coastal and Marine Environment

June 2009

This report presents a suite of federal, state and local policy actions to enhance the resilience of human and natural systems to the effects of climate change and variability for marine and coastal environments. Strategies discussed include: investments in habitat restoration, permitting decisions under Section 404 of the Clean Water Act, the purchase of coastal lands, controls for reducing non-point and point source pollution upstream of intertidal estuaries, the inspection and prevention of invasive species, marine protected areas (MPAs), incentive‐based fishery management policies, and in general a better definition of rights to marine and coastal resources that creates stewardship incentives.

2016 City of Imperial Beach Sea Level Rise Assessment

September 2016

The City of Imperial Beach is a mostly residential community located in San Diego County, California. With 1. 5 miles of coastline and waterbodies adjacent to three sides of the city, Imperial Beach is vulnerable to climate change-induced sea-level rise and flooding. This assessment projects sea-level rise along the coastline, assesses the associated risks to coastal resources and development, and evaluates adaptation strategies. Proposed near-term policy approaches include updating the zoning code with hazard zone overlays, developing a beach management plan, and working with state and federal partners to address vulnerabilities.

Building Resilience to Coastal Hazards and Climate Change in Hawaii

April 2019

From May 2016 until April 2019, the Hawaii Department of Land and Natural Resources and the Office of Planning partnered with the University of Hawaii Sea Grant College Program to create three tools that support adaptation at the local level: an interactive data mapthe Hawaii Sea-Level Rise Viewer, and two guidance documentsIntegrating Coastal Hazards and Sea-Level Rise Resilience in Community Planning and Guidance for Disaster Recovery Preparedness in Hawaii. Much of Hawaii’s population and development exist on low-lying coastal plains that are vulnerable to erosion, flooding, and inundation. Building on the state’s 2017 Hawaii Sea Level Rise Vulnerability and Adaptation Report, the complementary tools are aimed at helping communities better prepare for future sea-level rise and other climate change impacts.

Impact Investing for Coastal Conservation: Bridging the Gap

This paper provides a framework for conservation financing in coastal areas that could leverage private sector interests with conservation needs. A few examples of successfully implemented private investments in conservation initiatives are included. Conservation investing is a subset of impact investing, and is defined as “investments in companies, funds, and organizations with the goal of generating a financial return and beneficial environmental impact. ” The paper describes the opportunities and challenges surrounding using private investment capital for natural and nature-based shoreline management approaches such as habitat restoration, conservation, and coastal resilience strategies.
