Missing Pathways to 1.5°C - The Role of the Land Sector in Ambitious Climate Action

October 2018

Prepared by representatives of the Climate Land Ambition and Rights Alliance, Missing Pathways addresses food security, protecting human rights through land rights, and preserving and restoring natural ecosystems from climate change impacts. Carbon sequestration solutions are identified that increase the biodiversity and resilience of terrestrial carbon stocks, by ending deforestation, and enhancing restoration, regeneration and transformative agricultural practices. It prioritizes securing the rights of Indigenous Peoples and frontline communities to land, and empowerment of these communities through resilient food systems, and healthy biodiverse ecosystems solutions.

Managing Drought in a Changing Climate: Four Essential Reforms

September 6, 2018

This Public Policy Institute of California report examines climate change impacts on water resources in California, and the state’s capacity for adaptation to water scarcity and drought. California’s 2012–2016 drought - which was the hottest in the state’s recorded history and one of the driest - is used to assess water management and responses from that time in four sectors: cities and suburbs, irrigated agriculture, rural communities, and freshwater ecosystems. Policy and management reforms are recommended for drought planning, water infrastructure and operations, water rights administration, and funding.

Financing resilient communities and coastlines: How environmental impact bonds can accelerate wetland restoration in Louisiana and beyond

August 20, 2018

The Environmental Defense Fund and Quantified Ventures have assessed how an environmental impact bond (EIB) could effectively be used for coastal resilience financing for wetland restoration in Louisiana and other coastal areas. The report outlines the steps Louisiana would take to pilot and implement the EIB to restore the coast and wetlands, while greatly reducing land loss to sea level rise, and incentivizing investment. The framework could also support financing other natural infrastructure projects that build coastal resiliency, and serves as a template for coastal investments anywhere.

Building Gulf Coast Resilience - Lessons from the Hurricane Sandy Recovery

August 1, 2018

This report on Hurricane Sandy Recovery is part of a series of case studies that the Georgetown Climate Center developed to inform efforts to implement innovative restoration projects in the Gulf Coast region after the Deepwater Horizon oil spill. The synthesis report, Building Gulf Coast Resilience: Opportunities After Deep Water Horizon, and accompanying case studies present lessons for improving coordination among state and federal decisionmakers, expediting environmental review and permitting, and accounting for climate impacts in the design and management of restoration projects.

Forest Resilience Bond - Fighting Fire with Finance

2017

Blue Forest Conservation is developing the Forest Resilience Bond (FRB) to monetize the benefits of forest restoration for climate resilience. Similar to an Environmental Impact Bond or sustainable infrastructure financing, the FRB is a public-private partnership that deploys private capital to support climate resilient national forests. The FRB creates value for a diverse set of stakeholders or beneficiaries of healthy forests - including the U. S. Forest Service (USFS), water and electric utilities, private water-dependent companies, state governments, and insurance companies.
