BIA Tribal Adaptation and Ocean and Coastal Management Planning Projects

March 23, 2016

On March 23, 2016 the Bureau of Indian Affairs (BIA) announced they will provide nearly $6.5 million to fund tribal projects that promote climate change adaptation and ocean and coastal management planning. The BIA’s Tribal Climate Resilience Program is responding to the Recommendations of the President’s State, Local, and Tribal Leaders Task Force on Climate Preparedness and Resilience  and helping to implement President Obama’s Climate Action Plan.

Baltimore's Disaster Preparedness and Planning Project (DP3)

October 15, 2013

The City of Baltimore Maryland’s Disaster Preparedness and Planning Project (DP3) was created by the Department of Planning as an effort to address existing hazards while simultaneously preparing for predicted hazards due to climate change. This project develops a program that integrates an All Hazards Mitigation Plan (AHMP), floodplain mapping, and climate adaptation planning. DP3 links research, outreach, and actions to create a comprehensive and new risk-preparedness system for addressing existing and future impacts.

The U.S. Environmental Protection Agency (EPA) Workbook for climate adaptation planning presents a risk management methodology with step-by-step guidance on building a climate change vulnerability assessment and adaptation action plan. The guidance provides decision-support tools for conducting vulnerability assessments at a watershed scale, and will help environmental managers to establish climate change adaptation priorities and strategies to prepare a risk-based adaptation plan.

Best Practices for State Wildlife Action Plans - Voluntary Guidance to States for Revision and Implementation

November 2012

In 2005, Congress mandated that state fish and wildlife agencies develop State Wildlife Action Plans (SWAPs) that identified the species and habitats in greatest conservation need, key threats, and recommended actions - in order to receive federal funding through the State and Tribal Wildlife Grants Program. The Association of Fish and Wildlife Agencies prepared a report with guidance focused on integrating climate change adaptation planning into SWAPs in 2009 - Voluntary Guidance for States to Incorporate Climate Change into State Wildlife Action Plans and Other Management Plans.

Better-Defined Rights and Responsibilities in Marine Adaptation Policy

December 2009

This issue brief discusses key elements of marine environment adaptation policy, including rights, resources, and governance. The brief recommends establishing better-defined rights and responsibilities for commercial and recreational fisheries in order to create an adaptation portfolio for marine and coastal resources. In addition, the report suggests establishing a broader ocean governance framework that includes comprehensive planning, allocation of dominant use zones and user rights within zones, and ecological standards.

Beyond Season's End: A Path Forward for Fish and Wildlife in the Era of Climate Change

2009

Seasons End: Global Warming's Threat to Hunting and Fishing (see separate entry)  described the impacts of climate change to coldwater fisheries, big game, upland birds, and waterfowl. A year later, this book, Beyond Seasons' End, was released to explain what can be done to protect fish and wildlife populations and sporting traditions under changing climate conditions. It presents ideas from fish and wildlife professionals about actions that the human community can take to assist the wild community adapting to climate change.

Birds and Climate Change: Ecological Disruption in Motion

February 2009

Also titled "A Briefing for Policymakers and Concerned Citizens on Audubon's Analyses of North American Bird Movements in the Face of Global Warming," this report synthesizes projected and observed climate change impacts to coastal, water, and land birds in the continental U. S. It provides an analysis of four decades of Christmas Bird Count data in a non-scientific format, current and projected trends within avian communities, as well as high-level policy recommendations and suggestions for species and habitat adaptation plans.

Blackfeet Climate Change Adaptation Plan

April 2018

The Blackfeet or Amskapi Pikuni Nation integrated their tribal government priorities, traditional values and ecological knowledge, climate change impact science, and a collective vision of the future to build this climate change adaptation plan. The plan is oriented around eight focal tribal resource management sectors of: Agriculture, Culture, Forestry, Fish, Wildlife, Land and Range, Water, and Human Health in northern Montana. Projected climate impacts were analyzed with experts within the Blackfeet Nation for each sector to create climate adaptation goals, strategies, and actions.
