The guide highlights a number of available tools, projections, sample metrics, and completed assessments to support planners in identifying risks, evaluating options, and developing effective plans.

Climate Change in Pennsylvania: Impacts and Solutions for the Keystone State

October 2008

This report, a collaborative effort between the Union of Concerned Scientists (UCS) and a group of independent experts, analyzes climate change-related impacts on key sectors in the state of Pennsylvania. This report summarizes how Pennsylvania's twenty-first century climate is projected to change under two different scenarios, or possible futures, of continued human-caused emissions of heat-trapping gases. These scenarios are used in climate models to assess future changes in many sectors across the state.

Confronting Climate Change: An Early Analysis of Water and Wastewater Adaptation Costs

October 2009

This analysis is an economic assessment with three objectives: 1) To characterize the impacts of climate change on drinking water and wastewater services in the United States through 2050, based on greenhouse gas scenarios and regional projections of climate change effects; 2) To help policy makers and the water and wastewater sector begin to understand the challenges of ensuring that reliable water and wastewater services continue to be available in the face of a changing climate; and 3) To provide early cost estimates so that policies can be developed that address these challenges and planning by utilities can begin.

Cool Surfaces and Shade Trees to Reduce Energy Use and Improve Air Quality in Urban Areas

2001

This article, published in Elsevier in 2002, outlines how cool surfaces (cool roofs and cool pavements) and urban trees can have a substantial effect on urban air temperature and, hence, can reduce cooling-energy use and smog. Using a dozen metropolitan cities as case studies, this paper demonstrates an estimate of about 20% of the national cooling demand can be avoided through a large-scale implementation of heat-island mitigation measures. This amounts to 40 TWh/ year savings, worth over $4B per year by 2015, in cooling-electricity savings alone.

Delivering Urban Resilience: Costs and benefits of city-wide adoption of smart surfaces

2018

This report quantifies the benefits and costs of smart surface technologies and finds that the risks from extreme heat and weather can be offset by these technologies. It draws on  Washington D. C. , Philadelphia, and El Paso as case studies and considers five smart surface technologies: cool roofs, green roofs, solar PV, reflective pavements, and urban trees. The authors find that adopting these technologies can generate millions (or even billions) of dollars in net financial benefits at the city level and can generate half a trillion dollars in net financial benefits nationwide.

Denver Green Buildings Ordinance

November 2, 2018

The City of Denver, Colorado established a Green Buildings Ordinance in 2018 requiring all new and existing buildings over 25,000 square feet in size to incorporate a “cool roof” along with other green energy measures. The new ordinance strengthens Denver’s 2017 green roof ordinance to go beyond vegetated roof requirements with additional, cost-effective options for reducing greenhouse gas emissions and addressing urban heat island effects across the city.

Effectively Addressing Climate Change Through Adaptation for the Energy Gulf Coast

October 2010

This presentation provides a synthesis of the analysis conducted on the economic impacts of climate change on the Gulf Coast. The research provides current and projected costs of storm surges, sea level rise, and wind related damage over the next 20 years. The risks, across numerous asset types, such as on-shore and off-shore oil and gas structures, and geographic areas are evaluated. Potential costs and benefits of numerous possible adaptation measures are presented. .
