October 2014

"Highways in the Coastal Environment: Assessing Extreme Events" (HEC-25 Vol. 2) was developed by the Federal Highway Administration (FHWA) to provide technical guidance for assessing vulnerabilities of highway infrastructure in coastal areas to climate change and extreme weather events. In particular, the manual identifies methods for quantifying exposure of coastal transportation facilities to sea-level rise, storm surge, and wave action. The information provided in the manual can be used to inform risk and vulnerability assessments, planning, and design guidelines for infrastructure.

Highways in the River Environment - Floodplains, Extreme Events, Risk, and Resilience - FHWA Hydraulic Engineering Circular 17 (HEC-17)

June 2016

The Federal Highway Administration (FHWA) manual Highways in the River Environment - Floodplains, Extreme Events, Risk, and Resilience provides technical guidance to assist transportation agencies in assessing vulnerabilities of assets and facilities to climate change and extreme events occurring in riverine environments. It includes new information on how to account for changing precipitation conditions including more frequent and extreme weather events that may affect transportation infrastructure and drainage systems in riverine environments, consisting of rivers and streams, lakes, wetlands, and other natural features conveying water.

Identifying Surface Transportation Vulnerabilities and Risk Assessment Opportunities Under Climate Change: Case Study in Portland, Oregon

2011

Researchers at Portland State University (PSU) and the Oregon Transportation Research and Education Consortium developed a framework for assessing climate change vulnerabilities to multi-modal transportation systems using a geographic information system (GIS). They used Portland as a case study for testing the GIS model and provided recommendations for how the GIS could be used to develop adaptive responses in the transportation sector. In the study, the researchers focused on two climate impacts that could affect surface transportation networks in Portland – flooding and landslides - and used GIS to model hazard locations in Portland.

Impact of Climate Change on Road Infrastructure

2004

This study assesses how climate change will affect Australia's road infrastructure on a region-by-region basis. The report downscales global climate projections to Australia's geographically diverse landscape. The report uses these regional climate impacts to determine how road infrastructure will be affected. Aside from the effects of heat on pavement performance and the threat of inundation due to sea-level rise, the report also emphasizes how climate change will affect human migration patterns.

Impacts of Climate Change and Variability on Transportation Systems and Infrastructure: The Gulf Coast Study, Phase 2 (Mobile, Alabama)

October 2014

The U. S. Department of Transportation's (USDOT) Center for Climate Change and Environmental Forecasting conducted a comprehensive, multi-phase study of climate change impacts on transportation in the Central Gulf Coast region. This report, led by the Federal Highway Administration (FHWA), represents the completion of the second phase of research on climate change impacts in the region. The Gulf Coast study initially looked at the potential impacts of climate change on transportation infrastructure in the region under a Phase 1 effort that was completed in 2008.

Impacts of Climate Change in Flood Frequency Analysis for Transportation Design in Alaska

July 2010

This study addresses whether or not current flood frequency estimates for south-central Alaska adequately characterize true flood occurrences given limited observational data, the influence of natural climate variability on extreme events, and potential climate change. The research is intended to lead to the understanding of regional hydrology while resulting in the least total cost for this aspect of transportation infrastructure in Alaska.

2020

This guidebook, Incorporating the Costs and Benefits of Adaptation Measures in Preparation for Extreme Weather Events and Climate Change (Guidebook), provides a comprehensive resource to help transportation agencies incorporate cost-benefit analysis (CBA) into planning processes and decisions regarding needs for adapting to climate change and extreme weather. The Guidebook was published in 2020 and developed through the National Cooperative Highway Research Program, with input from practitioners at state departments of transportation (DOTs).

International Climate Change Adaptation Framework for Road Infrastructure

2015

The International Climate Change Adaptation Framework for Road infrastructure (Framework) was developed by the World Road Association to help the road authorities in member countries develop consistent approaches for assessing climate change effects on road networks and identify appropriate measures to reduce climate risks to transportation infrastructure.   The Framework guides authorities through a series of steps to help them assess the risks to transportation infrastructure, prioritize assets for adaptive response, develop strategies to respond to climate risks, and integrate assessment findings into transportation decisionmaking processes.

Maryland State Highway Administration Climate Change Adaptation Plan with Detailed Vulnerability Assessment

October 11, 2014

Maryland’s State Highway Administration (SHA) carried out a vulnerability assessment to inform future policy and engineering approaches to manage climate induced risks. The vulnerability assessment focused on two Maryland counties, Anne Arundel and Somerset, as part of a larger pilot project funded by the Federal Highway Administration. The report aims to improve the SHA’s understanding of climate vulnerability and allow for the development, assessment, and implementation of strategies to protect transportation assets.
