New York’s Expanded USGS StreamStats Tool

December 2015

The U. S. Geological Survey (USGS) has developed a web-based application that operates in conjunction with the existing StreamStats application for New York State to incorporate projected precipitation changes under various 21st century climate change scenarios. This application will allow transportation planners and engineers to explore how climate change may affect high flows, which can assist with the design of over-water infrastructure (such as culverts and bridges) to accommodate these changes.

Danish Road Directorate - Blue Spot Analysis

September 2014

The Danish Road Directorate (DRD) developed a Blue Spot Analysis to identify roadways vulnerable to flooding under present conditions and future climate projections and to inform its climate change adaptation response. A “Blue Spot” is a section of road where there is both a high risk of flooding and significant consequences from flooding. Road flooding is the primary climate adaptation challenge for Denmark and is the focus of the DRD’s climate adaptation planning.   The DRD’s strategy to adapt to road flooding is to manage flooding that occurs, improve roads when financially feasible, and to prevent climate-related impacts whenever possible.

Climate Risk Assessment for United Kingdom's "High Speed Two" Rail Network

November 2013

The UK Government's proposed design for a new high speed railway between London and points north considered climate change-related risks, including flooding of tracks and overheating in tunnels. The risk assessment report discusses how those risks will be addressed in the proposed design for the project. The proposed project, High Speed Two (HS2), is designed to link eight of Britain’s ten largest cities and increase the capacity of the country’s rail infrastructure. The project is expected to cost 16 billion British pounds, with service to start in 2026.

European Road Authorities’ Climate Risk Assessment Tools: RIMAROCC and ROADAPT Projects

May 2015

European nations collaborated on two research projects beginning in 2009 to develop a detailed climate change risk assessment methodology and tools for adapting transportation systems and infrastructure. The first project, entitled “RIMAROCC” (Risk Management for Roads in a Changing Climate), produced a risk assessment framework to support decision-making regarding roads in light of climate change impacts. The more recent “ROADAPT” (Roads for Today, Adapted for Tomorrow) project developed guidelines and tools to be used with the RIMAROCC risk assessment framework, to better inform detailed vulnerability and socioeconomic impact assessments, and selection of adaptation strategies.

Risk Assessment of Toronto’s Culverts Using the Canadian Public Infrastructure Engineering Vulnerability Committee (PIEVC) Protocol

December 2011

The City of Toronto utilized a risk assessment tool to help evaluate the risk of climate impacts on the City’s culverts. The PIEVC Protocol, developed by the Canadian Public Infrastructure Engineering Vulnerability Committee (PIEVC), is a step-by-step protocol in which risk scoring systems incorporate climate modeling data to outline explicit procedures to help engineers design a particular structure to withstand current and future climatic conditions. Although this study evaluated only three Toronto culverts, the results can be used to assist Toronto in incorporating climate change adaptation into the design, development and management of all of its culverts - and could be applied in other municipalities as well.

Critical Issues in Aviation and the Environment

April 2014

The Transportation Research Board (TRB) reviews the critical concerns and research priorities for environmental issues impacted by and affecting aviation activities in this report, including the issue of climate change.  TRB evaluated the aviation impacts on noise, air quality, climate change, and water quality; sustainable solutions to minimize impacts; and processes and tools for solution implementation. Adaptation planning and preparedness is addressed with the general recommendation that downscaled, region-specific climate projections should be incorporated into airport planning processes and operations.

Climate Change Impact Assessment for Surface Transportation in the Pacific Northwest and Alaska

January 2012

The Climate Change Impact Assessment (Assessment) provides a preliminary analysis of the vulnerabilities posed by climate change to the surface transportation infrastructure system in the Pacific Northwest and Alaska region. The Assessment demonstrates a method that planners, engineers, and other agency decision makers can follow when assessing the impacts of climate change on surface transportation in their jurisdiction. The Assessment was conducted for the Region X Northwest Transportation Consortium for transportation policymakers and professionals in Alaska, Idaho, Oregon, and Washington.

This guidebook, Incorporating the Costs and Benefits of Adaptation Measures in Preparation for Extreme Weather Events and Climate Change (Guidebook), provides a comprehensive resource to help transportation agencies incorporate cost-benefit analysis (CBA) into planning processes and decisions regarding needs for adapting to climate change and extreme weather. The Guidebook was published in 2020 and developed through the National Cooperative Highway Research Program, with input from practitioners at state departments of transportation (DOTs).
