Transportation Sector Case Studies

These resources include case studies of adaptation in the transportation sector, developed by the Georgetown Climate Center as part of a cooperative agreement with the Federal Highway Administration. The case studies include examples of how adaptation has been incorporated into decisionmaking at all stages of the transportation lifecycle: assessing vulnerability, planning, design, and operations and maintenance.

Preliminary Study of Climate Adaptation for the Statewide Transportation System in Arizona

March 2013

The Arizona Department of Transportation’s (ADOT) Preliminary Study of Climate Adaptation for the Statewide Transportation System in Arizona is intended to provide a preliminary assessment of climate impacts on ADOT infrastructure and a framework for how ADOT can begin to incorporate adaptation into transportation decision-making. The study methodology included mapping ADOT decision-makers; completing a literature review of climate science for the region and adaptation best practices for the Southwest; and conducting online and focus group surveys.

Port Authority of New York and New Jersey Sustainable Infrastructure Guidelines

March 23, 2011

The Sustainable Infrastructure Guidelines were developed by the Port Authority of New York and New Jersey (PANYNJ) to help project engineers and architects integrate sustainable engineering practices into the design and construction of all PANYNJ projects, which include new and reconstructed roadways, airfields, bridges, tunnels, and marine structures, among other infrastructure projects.  The guidelines are designed to reduce the environmental impacts of projects, and several of the guidelines involve adapting to climate change impacts.

Port Authority of New York and New Jersey - PATH System Resiliency and Recovery Improvements

In the wake of Hurricane Sandy and the substantial damage done to the infrastructure managed by the Port Authority of New York and New Jersey (PANYNJ), PANYNJ has been repairing and rebuilding infrastructure components to make its PATH transit system more resilient to future Sandy-like storm events. The PATH system, the heavy rail (6 to 12-car trains) rapid transit system linking Manhattan to New Jersey cities and suburban communities, experienced the most severe flooding of any PANYNJ facilities during Hurricane Sandy.

Port Authority of New York and New Jersey (PANYNJ) Engineering Department Manual - Climate Resilience Design Guidelines

January 22, 2015

The Engineering Department of the Port Authority of New York and New Jersey (PANYNJ) produced the Climate Resilience Design Guidelines (guidelines) to ensure that new agency infrastructure and buildings are designed to account for projected changes in temperature, precipitation, and sea level.  PANYNJ project architects and engineers are to use the guidelines to assess the vulnerability of projects to future impacts and to address those impacts when designing port authority infrastructure and buildings.

Porous Asphalt Study: “Effect of Road Shoulder Treatments on Highway Runoff Quality and Quantity”

July 1997

The Washington State Transportation Center (TRAC) studied the effectiveness of porous asphalt road shoulder treatments at reducing the quantity and improving the quality of highway stormwater runoff, compared to traditional asphalt and gravel. Out of the three treatments tested, the porous asphalt shoulders produced both the lowest volume of runoff and runoff with the lowest concentration of pollutants. The report suggests that although porous asphalt may have higher installation costs than traditional asphalt, the use of porous asphalt road shoulders may have long-term economic benefits along with safety and environmental advantages.

Plumb Beach Renourishment Project and Protection of Belt Parkway, Brooklyn, New York

2013

The Plumb Beach Renourishment Project involved the placement of sand on the beach to protect the Belt Parkway in Brooklyn, NY. The project, which is managed by the U. S. Army Corps of Engineers (Corps), is ongoing and is being implemented in two phases. In Phase I, the Corps nourished the beach with dredged sand and installed several geotube groins (sand bags) to prevent short-term erosion of the newly-deposited sand. Phase I was completed days before hurricane Sandy devastated the Northeast region.

Pilsen Sustainable Streets (Chicago, Illinois Department of Transporation)

October 9, 2012

On October 9, 2012, the Chicago Department of Transportation (CDOT) completed the first phase of the Pilsen Sustainable Streets project, which uses permeable pavement and green infrastructure elements to address current and projected increases in temperature and precipitation. The sustainability project, described as the “greenest street in America,” consists of a two-mile stretch of Blue Island Avenue and Cermak Road located in the Pilsen neighborhood. The project features will help reduce flooding, manage stormwater, and reduce temperatures, allowing CDOT to address two potential climate impacts with the same project.

Piedras Blancas Highway 1 Realignment - Caltrans/San Luis Obispo

2015

The California Department of Transportation (Caltrans) is planning to realign a 2. 8 mile section of iconic Highway 1 to address current and anticipated impacts from coastal erosion and storm surge.  This section of Highway 1, which is north of the Piedras Blancas Lighthouse in San Luis Obispo County, is already experiencing increased storm damage from flooding and erosion, and these impacts are projected to increase with rising sea levels and higher storm surge caused by climate change.  Realigning the highway away from the coast will reduce its vulnerability to current damage as well as to future climate impacts and will protect the highway from bluff retreat for the next 100 years.

Pennsylvania Climate Adaptation Planning Report – Infrastructure Chapter

March 2010

The Pennsylvania Climate Adaptation Planning Report presents climate adaptation recommendations and strategies developed by stakeholder working groups from key sectors, including the infrastructure sector with a focus on transportation. The Infrastructure working group identified the key focus areas, vulnerabilities and risks to infrastructure assets; and prioritized actions (high, medium or low) based upon specific criteria including cost, timeliness of implementation, political support, data availability, planning, risk level, co-benefits, and risks to public health and safety.

Paths to a Sustainable Region - Boston Region Long-Range Transportation Plan

September 22, 2011

The Boston Region Metropolitan Planning Organization’s (MPO) Long Range Transportation Plan (LRTP), “Paths to a Sustainable Region,” outlines policies, programs, and projects of regional significance or major infrastructure projects that have been identified as priorities for the region between now and 2035. The Boston LRTP adds climate change as an area of emphasis, and acknowledges the importance of adaptation measures to lessen or avoid potential impacts from climate change.
