Transportation Sector Case Studies

These resources include case studies of adaptation in the transportation sector, developed by the Georgetown Climate Center as part of a cooperative agreement with the Federal Highway Administration. The case studies include examples of how adaptation has been incorporated into decisionmaking at all stages of the transportation lifecycle: assessing vulnerability, planning, design, and operations and maintenance.

PANYNJ Assessment of the Vulnerability to the Impacts of Climate Change

April 2011

The Port Authority of New York and New Jersey (PANYNJ) conducted a vulnerability and risk assessment of the agency’s critical infrastructure to the anticipated effects of climate change, including sea-level rise and increased storm surge, precipitation, and temperatures.   PANYNJ analyzed climate-related vulnerability and level of risk for a wide variety of agency infrastructure, including airports, marine terminals, tunnels and bridges, rails, bus stations, and other facilities.   The risk analysis was used to prioritize the highest risk assets and develop adaptation strategies for those assets.

Oyster River (New Hampshire) Culvert Analysis Project

March 2010

In this project the Piscataqua Region Estuaries Partnership (PREP) performed a vulnerability assessment of the hydrology and drainage system of the Oyster River watershed in southeastern New Hampshire and its capacity to adapt to climate change impacts and increased development. The project used a geographic information system (GIS) based watershed model to identify the road/stream crossing culverts that are vulnerable to failure due to extreme storms with increased precipitation, in combination with development of the watershed.

Oregon Guidance on Biofilters for Storm Water Discharge Pollution Removal

January 2003

In 2003, the Oregon Department of Environmental Quality (DEQ) published guidance on the use of “biofilters” to remove pollution from stormwater. Biofilters include a variety of green infrastructure techniques installed along roadways to filter pollution from stormwater runoff such as constructed wetlands and bioswales (vegetated swales or ditches), among others. The guidance details the design best management practices (BMPs) that have been proven to work well in constructing biofilters, and argues that biofilters may be the “most economical” way to remove sediment and other pollutants from runoff.

Oregon Dept. of Transportation Climate Change Adaptation Strategy Report

April 2012

The Oregon Department of Transportation’s (ODOT) Climate Change Adaptation Strategy Report is intended to provide a preliminary assessment of likely climate change impacts on ODOT assets and operations and adaptation strategies. ODOT is responsible for more than 19,000 lane miles of state highway, 2,700 bridges, thousands of culverts, and other critical infrastructure. All of this infrastructure is potentially vulnerable to the impacts of climate change, such as increased incidence of landslides, flooding, coastal erosion, and wildfires.

Norwegian Public Roads Administration's Climate and Transport R&D Project

May 2013

Beginning in 2007, the Norwegian Public Roads Administration (NPRA) conducted a major research and development project to evaluate the impacts of climate change on Norwegian roads and recommend adaptation measures to be incorporated into road design, construction, operation, and maintenance and help ensure safety and accessibility of roads in a changing climate. The project, entitled “Climate and Transport,” has resulted in revised guidelines and specifications, to better plan and design for increasing risk related to flooding and sea-level rise.

North Carolina Highway 12 Storm Recovery

The North Carolina Department of Transportation (NCDOT) is implementing several different solutions to address frequent overwashes, erosion, and more severe damage to North Carolina Highway 12 (NC 12) following Hurricanes Irene and Sandy. These measures, intended to improve the future resilience of the highway, include bridge construction and temporary beach nourishment.

New Zealand Transport Agency: SH16 Causeway Upgrade Project

The New Zealand Transport Agency (NZTA) is upgrading and elevating the State Highway 16 (SH16) Causeway near Auckland to reduce roadway flooding during extreme tidal conditions under projected future sea-level rise. The SH16 Causeway Upgrade Project involves raising 4. 8 kilometers (3 miles) of both roadway and bike path along SH16, also known as the Northwestern Motorway, by 1. 5 meters (5 feet). For this project, NZTA utilized sea-level rise planning recommendations produced by the NZ Ministry for the Environment.

New York’s Expanded USGS StreamStats Tool

December 2015

The U. S. Geological Survey (USGS) has developed a web-based application that operates in conjunction with the existing StreamStats application for New York State to incorporate projected precipitation changes under various 21st century climate change scenarios. This application will allow transportation planners and engineers to explore how climate change may affect high flows, which can assist with the design of over-water infrastructure (such as culverts and bridges) to accommodate these changes.

New York State DOT Transportation Asset Management Plan

May 2014

New York State’s Transportation Asset Management Plan (TAMP) outlines an investment strategy, framework and process to preserve and manage the multimodal transportation assets in New York State, and identifies climate change as a key risk to the state's highway and bridge assets and New York State Department of Transportation’s (NYSDOT's) ability to manage those assets effectively. At a high level, the TAMP also identifies climate-related impacts to the transportation system, and outlines strategies the state can take to mitigate the risk.

New York State Bridge Scour Program

January 2014

New York has announced a program to upgrade 105 critical bridges across the state by repairing existing scour damage and increasing resilience to future damage from floods and extreme weather events.   The Bridge Scour Program will ensure that the essential transportation infrastructure remains safe and provides access for emergency responders during the severe weather events that have become more common in New York and may further increase in frequency and severity under future climate conditions.
