Transportation Sector Case Studies

These resources include case studies of adaptation in the transportation sector, developed by the Georgetown Climate Center as part of a cooperative agreement with the Federal Highway Administration. The case studies include examples of how adaptation has been incorporated into decisionmaking at all stages of the transportation lifecycle: assessing vulnerability, planning, design, and operations and maintenance.

Climate Risk Assessment for United Kingdom's "High Speed Two" Rail Network

November 2013

The UK Government's proposed design for a new high speed railway between London and points north considered climate change-related risks, including flooding of tracks and overheating in tunnels. The risk assessment report discusses how those risks will be addressed in the proposed design for the project. The proposed project, High Speed Two (HS2), is designed to link eight of Britain’s ten largest cities and increase the capacity of the country’s rail infrastructure. The project is expected to cost 16 billion British pounds, with service to start in 2026.

Coastal Regional Sediment Management Plan for Monterey Bay, California - Protection of Highway 1

November 2008

This Coastal Regional Sediment Management Plan identifies four strategies to reduce coastal erosion along southern Monterey Bay in California. One of these strategies involves beach nourishment to protect critical infrastructure, including sections of California Highway 1.

Confusion Hill Bypass in Mendocino County, California

2009

The California Department of Transportation (Caltrans) completed the Confusion Hill Bypass project to reduce the vulnerability of Highway 101 in Northern California to landslides. Between 1996 and 2003, Caltrans spent a total of $14 million repairing and maintaining a 2-mile stretch of the highway. In the winter of 2002/2003, Highway 101 was closed 10 times due to landslides. Caltrans identified landslides and flooding as constant challenges in Caltrans District 1, which includes Confusion Hill in Mendocino County.

Connecticut DOT - Walk Bridge Replacement Project

The Connecticut Department of Transportation (CTDOT) is replacing the Norwalk River Railroad Bridge (Walk Bridge) to address the current structure’s vulnerability to climate hazards such as storm damage and heat. The 118-year old Walk Bridge already experiences frequent and costly service failures, including closure failures due to extreme heat. CTDOT expects that heat-related operational failures will increase as the number of high-heat days increase with climate change.   The Walk Bridge is a “swing bridge” spanning the Norwalk River in the Southeast part of the state.

Cool Pavement Roads in Sydney, Australia

June 2014

The City of Sydney Australia is exploring the use of “cool pavements” (i. e. , lighter colored pavement) on roads to reduce the urban heat island effect in the city.  The City is evaluating the effectiveness of cool pavements through a demonstration project in which they propose to repave 600 sq. meters of a street in Chippendale, a suburb of Sydney, with lighter colored pavements. Cool pavements are one method of reducing higher temperatures in urban environments because lighter colored pavements absorb less heat energy.

Cost-Benefit Model Evaluation – Mud Bay Bridge, Puget Sound, Washington

2013

The Washington State Department of Transportation (WSDOT) tested a National Cooperative Highway Research Program (NCHRP) cost-benefit model by evaluating adaptation options for replacing Mud Bay Bridge on SR101 in Olympia. The bridge serves the community as a major corridor through Olympia and provides access to Interstate-5, the main north-south freeway in Puget Sound. Depending on the rate of sea-level rise in the region under various climate change scenarios, it is anticipated that Mud Bay Bridge will become inundated before 2100.

Dallas-Fort Worth Airport Operational Changes to Manage Extreme Snow and Ice Events

2011

Dallas/Fort Worth International Airport (DFW) has introduced maintenance and operations procedures for snow and ice removal in cases of unusual snow events that would limit the airport’s role as one of the world’s busiest airports.   After experiencing a large snow and ice storm in 2011, DFW could not handle the snow-clearing needs to keep the airport operating at full capacity. The storm occurred right before the Super Bowl in 2011, halting the flow of thousands of visitors using the airport for travel and bringing attention to the need to better manage severe winter storms.

Dane County, Wisconsin 2014 Budget - climate adaptation funding for infrastructure

November 2013

The 2014 Dane County, Wisconsin executive budget proposal asked for nearly $1 million in funding for climate adaptation, including several transportation infrastructure improvements such as larger culverts for increased precipitation runoff. This is the first time that the Dane County Executive has included requests for climate adaptation funding in its budget. The County Board adopted the proposed budget in November 2013.

Danish Road Directorate - Blue Spot Analysis

September 2014

The Danish Road Directorate (DRD) developed a Blue Spot Analysis to identify roadways vulnerable to flooding under present conditions and future climate projections and to inform its climate change adaptation response. A “Blue Spot” is a section of road where there is both a high risk of flooding and significant consequences from flooding. Road flooding is the primary climate adaptation challenge for Denmark and is the focus of the DRD’s climate adaptation planning.   The DRD’s strategy to adapt to road flooding is to manage flooding that occurs, improve roads when financially feasible, and to prevent climate-related impacts whenever possible.

Delaware County, Pennsylvania Roadmap for Adapting to Coastal Risk – Transportation Sector

2010

This Roadmap for Adapting to Coastal Risk evaluates climate-related hazards, vulnerabilities, and planning priorities for Delaware County, Pennsylvania. The Roadmap was developed through a workshop for local decision-makers in Delaware County. Infrastructure was one of the topics addressed by workshop participants, which includes the transportation sector.
