Transportation Sector Case Studies

These resources include case studies of adaptation in the transportation sector, developed by the Georgetown Climate Center as part of a cooperative agreement with the Federal Highway Administration. The case studies include examples of how adaptation has been incorporated into decisionmaking at all stages of the transportation lifecycle: assessing vulnerability, planning, design, and operations and maintenance.

FDOT Rebuild of Highway A1A in Fort Lauderdale

December 2015

After Hurricane Sandy washed out a segment of the state highway, the Florida Department of Transportation (“FDOT”) and the City of Fort Lauderdale rebuilt a portion of the A1A highway (“A1A”) to be more resilient to future impacts. The redesigned highway segment includes several different features that will increase the highway’s resilience to future flooding and erosion and will also make the city more walkable and bikeable:

FHWA INVEST Tool – Infrastructure Resiliency Criteria

October 2012

The Federal Highway Administration’s INVEST Tool (Tool) provides a collection of voluntary best practices (“criteria”) and associated point values to help transportation agencies and practitioners evaluate and improve the sustainability and climate resilience of their projects and programs. The Tool allows transportation agencies to evaluate the sustainability of their agency practices and projects across the entire transportation lifecycle, by self-assigning points based on how well they have met requirements set out for each particular criterion.

FHWA Midwest Adaptation Peer Exchange Report: Minimizing the Impacts of Climate Change on Transportation Systems in the Midwest

May 27, 2011

The Midwest Adaptation Peer Exchange Report summarizes the outcomes of two Federal Highway Administration (FHWA) sponsored peer-exchange events that focused on minimizing the impacts of climate change on transportation assets in the Midwest. Participants included Indiana MPOs and Midwestern state DOTs. The purpose of the peer exchanges was to identify and share tools that are available to local, regional, and state transportation managers to encourage them to prepare for and minimize climate impacts on transportation infrastructure.

FHWA Resilience Pilots

FHWA supported the work of state Departments of Transportation (DOTs) and Metropolitan Planning Organizations (MPOs) to develop and pilot approaches for assessing the vulnerability of transportation systems to climate change and develop strategies for building resilience in the transportation sector. Nineteen pilot projects were selected and the pilot jurisdictions worked with FHWA's Climate Change and Extreme Weather Vulnerability Assessment Framework. This FHWA website includes the individual pilot studies for the pilot projects funded in 2013-2015 and webinars of the pilot teams discussing their work and their findings.

FHWA's Risk-Based Asset Management Planning Rule

October 24, 2016

The Federal Highway Administration (FHWA) issued this final rule to implement new planning requirements established by the Moving Ahead for Progress in the 21st Century Act (MAP-21) and the Fixing America's Surface Transportation Act (FAST). MAP-21 and FAST require state departments of transportation (DOTs) to transition to performance-based decision-making, a large part of which is the development of a risk-based asset management plan. The new requirements are intended to ensure that federal transportation funding is spent more wisely, with specific performance targets in mind and in consideration of the likely costs to construct, operate, and maintain transportation assets over their full lifetime.

The Federal Highway Administration (FHWA) memorandum “The Use of Climate Information in Vulnerability Assessments” provides guidance on how to access and use historical climate change information and projections of future climate conditions when performing vulnerability assessments for transportation systems. This memorandum describes several sources of climate information and technical assistance, and provides recommendations on how transportation planners can use this information as they consider their climate-related risks.

Federal Highway Administration (FHWA) West Coast Adaptation Peer Exchange

June 13, 2011

The Federal Highway Administration (FHWA) West Coast Climate Change Adaptation Peer Exchange gave transportation officials from western states an opportunity to learn more about climate impacts on transportation assets and plan for improved resilience. The participants in the exchange, California DOT (Caltrans), Oregon DOT (ODOT), and Washington State DOT (WSDOT), collaborated on strategies for assessing risks related to climate change, incorporating adaptation into asset management and operations, and communicating about the need for adaptation.

Federal Transit Administration (FTA) Emergency Relief Program: Sandy Disaster Aid Resilience Projects

2013

In the aftermath of Hurricane Sandy, the Federal Transit Administration (FTA) allocated $4. 3 billion of its disaster recovery money specifically for projects in the Sandy-impacted areas that increase the resilience of public transportation systems and facilities to future disasters and the impacts of climate change. Funding for resilience projects was allocated in separate tiers. First, for “locally-prioritized projects,” which include resilience improvements made in conjunction with other recovery and rebuilding projects or lower cost stand-alone projects that could be implemented quickly.

Federal Triangle Stormwater Study

October 2011

The Federal Triangle Stormwater Drainage study analyzed the causes of a 2006 flood event that put the Federal Triangle Area of Washington D. C. under up to 3 feet of water, including several major traffic arteries, tunnels, and subway stations. The Study analyzes possible alternatives to reducing the risk of interior drainage flooding, including permeable pavements and other Low Impact Development (LID) techniques. In considering the causes of flooding in the area, the Study uses the 200-year flood as a proxy for assessing how climate change may increase flood risks and the frequency of severe storm events.

Florida Sea-level Rise Sketch Planning Tool for Transportation

October 2015

The University of Florida (UF) developed a geographic information system (GIS)-based “sketch planning tool” to help transportation planners in Florida identify transportation infrastructure potentially vulnerable to projected sea-level rise. The sketch planning tool offers a mapping function to visualize areas that will be affected by different sea-level rise scenarios based upon surface elevations and the location of infrastructure.   The tool is also customizable for experienced users to allow them to create more spatially refined inundation surfaces.
