Transportation Sector Case Studies

These resources include case studies of adaptation in the transportation sector, developed by the Georgetown Climate Center as part of a cooperative agreement with the Federal Highway Administration. The case studies include examples of how adaptation has been incorporated into decisionmaking at all stages of the transportation lifecycle: assessing vulnerability, planning, design, and operations and maintenance.

Resources are automatically presented by rating, but can also be sorted by date and title. Apply additional filters to narrow the list by climate impact, region, transportation mode or stage of decision-making, state, or jurisdictional focus.

FHWA INVEST Tool – Infrastructure Resiliency Criteria

October 2012

The Federal Highway Administration’s INVEST Tool (Tool) provides a collection of voluntary best practices (“criteria”) and associated point values to help transportation agencies and practitioners evaluate and improve the sustainability and climate resilience of their projects and programs. The Tool allows transportation agencies to evaluate the sustainability of their agency practices and projects across the entire transportation lifecycle, by self-assigning points based on how well they have met requirements set out for each particular criterion.

Transportation Research Board (TRB) NCHRP: A Pre-Event Recovery Planning Guide for Transportation

2013

The Transportation Research Board (TRB) of the National Academies National Cooperative Highway Research Program (NCHRP) developed Report 753: A Pre-Event Recovery Planning Guide for Transportation, which provides an overview of steps involved in planning and preparing for the recovery of critical transportation infrastructure after a catastrophic event such as a severe storm or wildfire. The Guide was developed to assist transportation owners, operators and planners with pre-event recovery planning.

Oregon Dept. of Transportation Climate Change Adaptation Strategy Report

April 2012

The Oregon Department of Transportation’s (ODOT) Climate Change Adaptation Strategy Report is intended to provide a preliminary assessment of likely climate change impacts on ODOT assets and operations and adaptation strategies. ODOT is responsible for more than 19,000 lane miles of state highway, 2,700 bridges, thousands of culverts, and other critical infrastructure. All of this infrastructure is potentially vulnerable to the impacts of climate change, such as increased incidence of landslides, flooding, coastal erosion, and wildfires.

Louisiana’s Coastal Master Plan – Projects to Protect Transportation Infrastructure

March 2012

In 2012, Louisiana’s Coastal Protection and Restoration Authority (CPRA) developed a Coastal Master Plan to provide a system-wide plan for reducing hurricane flood risk and restoring land along the Louisiana coast. The Plan defines a set of coastal protection and restoration projects to be implemented by the state over the next 50 years.   Six of these projects create wetlands in order to protect sections of Louisiana’s highways. The criteria used for selecting projects consider future climate impacts.

Cape Cod (Massachusetts) Interagency Transportation, Land Use, and Climate Change Pilot Project

March 2012

This report describes a pilot project in Cape Cod, Massachusetts initiated by the federal Interagency Working Group on Transportation, Land Use and Climate Change for the purpose of developing and testing a framework for assessing the effects of sea level rise (SLR) on land- use and transportation infrastructure, and reducing greenhouse gas (GHG) emissions from transportation sources. The goal of the project was to create a replicable process for other regions to follow for using scenario planning to consider climate change in transportation and land-use plans, and for coordinating across agencies and integrating agency planning processes.

Massachusetts Climate Change Adaptation Report – Transportation Strategies

September 2011

The Massachusetts Climate Change Adaptation Report provides an assessment of impacts to key infrastructure assets across the state, and presents specific strategies for building the resilience and adaptive capacity of the transportation sector. The report describes the process, principles, findings, and recommendations of the Massachusetts Climate Change Adaptation Advisory Committee, and begins the identification and development of adaptation strategies for the state. The ‘Key Infrastructure’ chapter discusses specific vulnerabilities and impacts anticipated for the transportation sector that could result from climate change, and outlines no regret, short-term, and long-term strategies to help increase resilience, decrease vulnerabilities, and better prepare for a changing climate.

Paths to a Sustainable Region - Boston Region Long-Range Transportation Plan

September 22, 2011

The Boston Region Metropolitan Planning Organization’s (MPO) Long Range Transportation Plan (LRTP), “Paths to a Sustainable Region,” outlines policies, programs, and projects of regional significance or major infrastructure projects that have been identified as priorities for the region between now and 2035. The Boston LRTP adds climate change as an area of emphasis, and acknowledges the importance of adaptation measures to lessen or avoid potential impacts from climate change.

The City of Lewes, Delaware Hazard Mitigation and Climate Adaptation Action Plan - Transportation Components

June 2011

In 2011, the City of Lewes, Delaware undertook a pilot project to develop a unified Hazard Mitigation and Climate Adaptation Action Plan, which considers the City’s vulnerability to climate change, particularly sea-level rise, and includes an evaluation of the vulnerability of roads and critical evacuation routes.

City of Santa Cruz Climate Adaptation Plan - Transportation Measures

December 2011

The City of Santa Cruz Climate Adaptation Plan identifies the infrastructure and resources most vulnerable to climate change impacts, including critical transportation infrastructure. The plan also presents climate adaptation action items ranked by priority based on risk to the community; the replacement of Santa Cruz’s Highway 1/Highway 9 Bridge was identified as a “very high priority” action item to address upstream flooding.

Iowa Climate Change Adaptation and Resilience Report – Findings Related to Infrastructure

2011

The Iowa Climate Change Adaptation & Resilience Report identifies barriers to and incentives for incorporating climate change information into local hazard mitigation and comprehensive planning processes, in order to improve community resilience to climate impacts through coordinated planning, hazard assessment, and infrastructure investment decision-making. The report presents the findings of a pilot project between the U. S. Environmental Protection Agency (EPA), Federal Emergency Management Agency (FEMA), and Iowa stakeholders, developed through a series of meetings and workshops.
