FHWA Transportation Alternatives Program

The Transportation Alternatives Program (TAP) is administered by the U.S. Federal Highway Administration (FHWA) and helps states fund a variety of activities related to improving transportation assets, including on- and off-road pedestrian and bicycle facilities, environmental mitigation, and creating or improving recreational trails projects.

Congestion Mitigation and Air Quality program

The Congestion Mitigation and Air Quality (CMAQ) program, jointly administered by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), allocates federal funds for infrastructure projects that reduce congestion and improve air quality. CMAQ funding may be used for transportation projects that reduce emissions in areas that are not in compliance with federal air quality standards or areas that formerly were not in compliance, but are now meeting those standards.

FHWA Climate Change Adaptation Federal Aid Program

September 24, 2012

In September 2012, the Federal Highway Administration (FHWA) issued a memorandum clarifying when transportation agencies may use federal aid highway dollars to help adapt transportation infrastructure to extreme weather and a changing climate under the Federal-aid and Federal Lands programs. The memo provides some examples of eligible uses of the funds which consider the potential impacts of climate change and extreme weather events and apply adaptation strategies. No new funding is actually being added to address adaptation needs.

Congestion Mitigation and Air Quality Program Interim Guidance

October 1, 2012

The Congestion Mitigation and Air Quality (CMAQ) program allocates federal funding for infrastructure projects that reduce congestion and improve air quality in areas that (currently or formerly) do not meet certain national air quality standards. CMAQ funds may be used to establish new or expanded transportation projects or programs that reduce emissions, including capital investments in transportation infrastructure, congestion relief efforts, and diesel engine retrofits. CMAQ is jointly administered by FHWA and the Federal Transit Administration.

Federal Transit Administration (FTA) Emergency Relief Program: Sandy Disaster Aid Resilience Projects

2013

In the aftermath of Hurricane Sandy, the Federal Transit Administration (FTA) allocated $4. 3 billion of its disaster recovery money specifically for projects in the Sandy-impacted areas that increase the resilience of public transportation systems and facilities to future disasters and the impacts of climate change. Funding for resilience projects was allocated in separate tiers. First, for “locally-prioritized projects,” which include resilience improvements made in conjunction with other recovery and rebuilding projects or lower cost stand-alone projects that could be implemented quickly.

Fuel NY Initiative

June 1, 2013

In 2013, New York passed a law and launched the Fuel NY Initiative, to increase the number of gas stations along critical routes that will be able to operate during power outages caused by extreme weather events or other disasters. In conjunction with this law, Governor Cuomo announced the Fuel NY Initiative, which provides funding to help gas stations meet the new backup power requirements. The law and Initiative were developed in response to Hurricane Sandy, which illustrated the many challenges caused when most gas stations lost power as a result of the storm and were not able to operate fuel pumps to dispense fuel needed for emergency response and recovery efforts.

Dane County, Wisconsin 2014 Budget - climate adaptation funding for infrastructure

November 2013

The 2014 Dane County, Wisconsin executive budget proposal asked for nearly $1 million in funding for climate adaptation, including several transportation infrastructure improvements such as larger culverts for increased precipitation runoff. This is the first time that the Dane County Executive has included requests for climate adaptation funding in its budget. The County Board adopted the proposed budget in November 2013.

New York State Bridge Scour Program

January 2014

New York has announced a program to upgrade 105 critical bridges across the state by repairing existing scour damage and increasing resilience to future damage from floods and extreme weather events.   The Bridge Scour Program will ensure that the essential transportation infrastructure remains safe and provides access for emergency responders during the severe weather events that have become more common in New York and may further increase in frequency and severity under future climate conditions.

“Reimagining New York for a New Reality” Transportation Investments

January 7, 2014

In January 2014 during the State of the State address, New York’s Governor Cuomo announced a plan to invest $17 billion to rebuild New York’s infrastructure, including transportation systems, more resiliently in light of increasingly frequent extreme weather events. The comprehensive rebuilding program includes major reconstruction of the transit system, renovations to many old bridges, a new extensive weather detection system, and creation of a fuel reserve and backup power for gas stations along critical routes.

Tucson, Arizona Rebates for Curb Cuts to Harvest Rainwater

July 2015

In Tucson, curb cuts can reduce flooding on streets and capture water for irrigation in the arid region. Tucson began offering water harvesting rebates for the installation of curb cuts, openings created in the curb to allow stormwater from the street to flow into water-harvesting basins. Curb cuts are used to reduce the amount of stormwater flowing down the street, often diverting that water into basins to irrigate vegetation. The Tucson City Council voted in November 2014 to expand the city’s rainwater harvesting rebate program to provide rebates for curb cut installation.
