This guidebook was developed by the Climate Impacts Group (CIG) at the University of Washington and King County, Washington, in association with ICLEI - Local Governments for Sustainability. The purpose of the guide is to help decision-makers in a local, regional, or state government prepare for climate change by recommending a detailed process for climate change preparedness based on familiar resources and tools.

Colorado Climate Plan - State Level Policies and Strategies to Mitigate and Adapt

The Colorado Climate Plan is a statewide strategy of policy recommendations and actions to mitigate greenhouse gas emissions and to increase Colorado’s climate preparedness. The Plan focuses on seven main sectors affected by climate change, including water, public health, energy, transportation, agriculture, tourism and recreation, and ecosystems.

The Potential Impacts of Climate Change on U.S. Transportation (TRB Special Report 290)

2008

This report was published by the Transportation Research Board (TRB) of the National Academies in order to provide guidance to federal, state and local transportation decision makers - with the intention of building the capacity to create adaptation strategies. It identifies ways transportation infrastructure, across different modes and in a variety of U.S. regions, will be impacted by climate change, and makes strategic recommendations.

Port Authority of New York and New Jersey (PANYNJ) Engineering Department Manual - Climate Resilience Design Guidelines

January 22, 2015

The Engineering Department of the Port Authority of New York and New Jersey (PANYNJ) produced the Climate Resilience Design Guidelines (guidelines) to ensure that new agency infrastructure and buildings are designed to account for projected changes in temperature, precipitation, and sea level.  PANYNJ project architects and engineers are to use the guidelines to assess the vulnerability of projects to future impacts and to address those impacts when designing port authority infrastructure and buildings.

Baltimore's Disaster Preparedness and Planning Project (DP3)

October 15, 2013

The City of Baltimore Maryland’s Disaster Preparedness and Planning Project (DP3) was created by the Department of Planning as an effort to address existing hazards while simultaneously preparing for predicted hazards due to climate change. This project develops a program that integrates an All Hazards Mitigation Plan (AHMP), floodplain mapping, and climate adaptation planning. DP3 links research, outreach, and actions to create a comprehensive and new risk-preparedness system for addressing existing and future impacts.

Rhode Island: Vulnerability of Municipal Transportation Assets to Sea Level Rise and Storm Surge

September 28, 2016

From Rhode Island’s Statewide Planning Program, Technical Paper 167: “Vulnerability of Municipal Transportation Assets to Sea Level Rise and Storm Surge” analyzes the estimated geographic extent of sea level rise in relation to transportation infrastructure in the state over the next century. The study found that sea level rise presents a major challenge to Rhode Island’s transportation infrastructure, both via daily tidal flooding of coastal assets, and in making storm surge events more severe.

Transportation Climate Change Sensitivity Matrix

2015

The U.S. Department of Transportation's "Transportation Climate Change Sensitivity Matrix" is an Excel spreadsheet tool that includes detailed information about the sensitivity of different types of transportation assets to climate stressors. It is designed to be used in the process of assessing transportation system vulnerability to climate change,  so that transportation agencies can properly prioritize assets for adaptation measures.

EPA Smart Growth: Building Blocks for Sustainable Communities

2011

EPA's Building Blocks for Sustainable Communities seeks to provide targeted technical assistance to communities to protect the environment, promote equitable development and help address the challenges of climate change using a variety of tools that have demonstrated results and widespread application. This technical assistance is designed to help selected local and/or tribal governments to implement development approaches that improve public health, create jobs, expand economic opportunity, and improve overall quality of life.

States at Risk: America’s Preparedness Report Card 

January 20, 2016

America’s Preparedness Report Card is a national analysis of state level preparedness for climate change weather-related risks for all 50 states. Climate Central and ICF International identified states with considerable and significantly increasing levels of five major climate threats, including extreme heat, drought, wildfires, inland and coastal flooding, with an emphasis on risks to vulnerable populations. They also assessed climate change preparedness actions that each of the states are taking for their current and future projected impacts.

NYC Climate Justice Agenda

April 2016

In this report, the NYC Environmental Justice Alliance (NYC-EJA) presents an analysis of Mayor Bill de Blasio’s OneNYC Plan and recommends ways to strengthen the city government’s efforts to cultivate climate justice. The document is organized under five themes: (1) climate adaptation and mitigation, (2) equity and infrastructure, (3) public health, (4) community preparedness, and (5) community-based planning. Under each theme, NYC-EJA lists the strengths and shortcomings of OneNYC, as well as a set of recommendations to build a more just, equitable, and resilient city.
