A Community Climate and Energy Action Plan for Eugene, Oregon

September 2010

In 2008, in response to increasing concerns about global climate change and the potential for volatile and rising fuel prices, the City Council of Eugene, Oregon developed its first Community Climate and Energy Action Plan. The Plan's goals include reducing community-wide greenhouse gas emissions 10 percent below 1990 levels by 2020, reducing community-wide fossil fuel use 50 percent by 2030, and identifying strategies that will help the community adapt to climate change and rising fuel prices.

A Transportation Research Program for Mitigating and Adapting to Climate Change and Conserving Energy (TRB Special Report 299)

2009

In 2008, the Transportation Research Board (TRB) Executive Committee recognized that major legislation might be enacted in 2009 that could have profound effects on future surface transportation policies at all levels of government. The TRB Executive Committee recognized that new research and policy analysis would be needed to inform decisions at all levels of government in responding to the challenges of reducing transportation energy consumption and GHG emissions. In reviewing proposals for transportation research programs as part of reauthorizing the federal surface transportation program, the Executive Committee also found a gap: no proposals explicitly addressed research to mitigate GHG emissions and energy consumption attributable to passenger and freight travel, or to adapt to climate change.

The Potential Impacts of Global Sea Level Rise on Transportation Infrastructure

October 2008

Prepared by the U. S. Department of Transportation, this report provides a high-level estimate of the net effect of sea level-rise and storm surges to transportation infrastructure on the U. S. eastern seaboard by 2100. The study integrates estimates of eustatic sea-level rise based on IPCC scenarios and digital elevation maps to identify areas that will either be inundated or placed at risk during storms. These estimates do not account for local variations. Based on 9 modeling outputs, from 6cm to 59cm, the study identifies the roads, airports, ports, and rail lines at risk from New York down to Florida, and it provides quantitative data on the extent to which each state in the study area will be affected by sea-level rise.

Comprehensive Strategy for Reducing Maryland's Vulnerability to Climate Change - Phase I: Sea-level rise and coastal storms

July 2008

On April 20, 2007 Governor Martin O'Malley signed Executive Order 01.01.2007.07, establishing the Maryland Commission on Climate Change. The Commission created four Adaptation and Response Working Groups to develop the adaptation portions of the state's Climate Action Plan. With a focus on sea-level rise and coastal storms, the four groups were: Existing and Future Built Environment and Infrastructure; Financial and Economic; Human Health, Safety and Welfare; and Natural Resources.

Long Beach, Mississippi Concept Plan – Oak Park

August 2006

In the wake of Hurricane Katrina and significant property destruction, the city of Long Beach, MS developed a proposed comprehensive plan for the city that included a concept for a new public green space called Oak Park to buffer the downtown area from storm surge from the Gulf of Mexico.   The plan placed the park between a new roadway to the north and the coastline and Highway 90, which would be redesigned, to the south.  The plan was designed to both revitalize the town aesthetically and provide natural protection for residents from storm events.

District of Columbia Department of Transportation: Climate Change Adaptation Plan

February 2013

The District of Columbia Department of Transportation’s (DDOT) Climate Change Adaptation Plan describes the impacts that the District is likely to experience due to climate change, outlines a framework for identifying priority assets, and sets forth a series of action items for implementing the Plan. The target audience for this framework plan is decision makers, engineers, designers, planners, and other transportation professionals in DDOT. The plan focuses only on transportation and was developed based on the National Cooperative Highway Research Program (NCHRP) and Federal Highway Administration (FHWA) research and guidance.

Broward County, Florida Climate Change Action Plan

May 4, 2010

Developed by the Broward County Climate Change Task Force, the Climate Change Action Plan is a set of 126 recommended short, medium and long-term actions, that combined, form a coordinated countywide strategy for both mitigating and adapting to climate change. The recommendations include information on planning horizon, status of action, likely responsible County entity, potential community partners, estimated resources required, and recommended performance measures.

Rhode Island E.O. 14-01: Creates an Executive Climate Change Council

February 21, 2014

In February, 2014, Governor Lincoln Chafee signed Executive Order 14-01, creating the Rhode Island Executive Climate Change Council (EC3). The Council was charged with taking a lead role in developing a comprehensive approach, including both emissions reductions and adaptation planning, to address the potential threats from climate change to the state’s environment, economy, and people. The Governor established the EC3 to advise him, the General Assembly and the public on how the State and its communities can best prepare for the impacts of climate change.

Safeguarding California: Reducing Climate Risk - 2014 Update to the 2009 CA Climate Adaptation Strategy

July 31, 2014

The California Natural Resources Agency, in coordination with other state agencies, updated the 2009 California Climate Adaptation Strategy in 2014 and again in 2018. The 2014 Safeguarding California Plan augments previously identified strategies in light of advances in climate science and risk management options.
