Monroe County, Florida Resolution 028-2017 - Interim Road Design Standards

January 18, 2017

In 2017, as a result of severe tidal flooding from king (i. e. exceptionally high) tides in 2015 and 2016 and increasing sea-level rise estimates, Monroe County, Florida—a low-lying area covering the Florida Keys and Everglades—adopted interim design standards specifying minimum road elevation requirements. [ref title=""]Monroe County Board of Commissioners Meeting, Wednesday, January 18, 2017; Agenda Items M. 6, M. 7. [/ref] The design standards are largely informed by recommendations included in the County’s Final Report for the Monroe County Pilot Roads Project: The Sands and Twin Lakes Communities (Final Report) which examined nuisance flooding in Key Largo and Big Pine Key, where king tide flooding was highest.

FHWA Emergency Relief Program and Resilience

The Federal Highway Administration (FHWA) developed this document to clarify that program funds provided through the Emergency Relief (ER) Program may be used to rebuild more resiliently in ways that will prevent damage from future extreme weather events. The FHWA-ER program provides funding for the repair or reconstruction of Federal-aid highways that have experienced major damage from natural disasters or other externally-caused catastrophic failures.

Case Study on The Southeast Florida Regional Climate Change Compact

This Georgetown Climate Center (GCC) case study on the Southeast Florida Regional Climate Change Compact (Compact) explores how four counties in Southeast Florida formally established a collaborative to create close partnerships with municipalities and other entities in the region to prepare for the impacts of climate change. This case study describes how the Compact was formed and has organized its decisionmaking, what local governments and other stakeholders are involved in the collaborative, what roles it is playing to adapt to climate change, and how the Compact funds its activities.

Washington State DOT (WSDOT) Guidance for Project-Level Climate Change Evaluation

January 2017 Update

The Washington State DOT (WSDOT) issued this guidance to assist the agency’s project planners in considering climate change impacts, which is required for all WSDOT projects subject to the National Environmental Policy Act (NEPA) and Washington’s State Environmental Policy Act (SEPA). In addition to obligations under NEPA and SEPA, WSDOT’s 2011-2017 Strategic Plan directs the agency to evaluate future climate-related risks and identify strategies to reduce risk. The guidance provides a standard process for analysis and template language to enable planning-level consideration of Washington’s projected climate impacts.

A Greater LA: Climate Action Framework was developed by the Los Angeles Regional Collaborative for Climate Action and Sustainability (LARC) to help leaders in the LA region identify and implement the most promising and effective measures for reducing emissions and increasing resilience to climate change. It was designed to prioritize issues and actions that can have the most regional impact and that require more cross-county coordination.

A Greater LA: Climate Action Framework - Transportation and Land Use

The Transportation and Land Use section of Los Angeles County, California's Climate Action Framework (A Greater LA) identifies regional-scale priorities for the County region to reduce emissions and improve public health, air quality, and climate resilience through transportation and land use decisions. The Framework, which also contains sections for four other sectors, was developed by the Los Angeles Regional Collaborative for Climate Action and Sustainability (LARC) to support more coordinated and collaborative regional policies relating to climate change mitigation and adaptation.

Climate Ready Boston Final Report (2016)

The comprehensive 400-page final report from the initiative uses updated climate projections to predict how climate change will impact Boston, and details the findings on vulnerable populations, buildings, infrastructure, the shoreline, and the economy. The report also provides an extensive analysis of climate resilience initiatives and a roadmap for strategic implementation.

Let’s Keep Moving 2036 - Alaska Statewide Long-Range Transportation Plan

From the Alaska Department of Transportation and Public Facilities, Let’s Keep Moving 2036 provides the overall policy guidance for regional and area planning of long-range transportation (highways, aviation, transit, rail, marine, bicycle, and pedestrian) in the state of Alaska. The plan includes goals, policies, and actions which inform statewide transportation programs and investments through the year 2036. It is based on technical analyses of four key trends, including climate change, that will have the greatest effect on the transportation system - which represents the government’s largest capital investment in the state.

Australia's State of Victoria Climate Change Adaptation Plan defines Victoria's climate change action priorities for 2017-2020. The Plan sets out the Government’s strategic priorities, measures and responses for adaptation in Victoria through 2020, as required by the state's Climate Change Act 2010. Victoria defines immediate priorities to address localized climate impacts and risks, and describes methods for building partnerships for an integrated response to climate change.
