The City of Chester, Pennsylvania Green Stormwater Infrastructure Plan presents a framework for using green stormwater infrastructure (GSI) solutions to improve the City's stormwater management and enhance community resilience. The plan is designed to help the City address stormwater pollution and flooding risks that will increase with climate change. The plan is intended to influence the investment of $50 million in green infrastructure projects in the City of Chester by the City's Stormwater Authority through a community-based public private partnership (CBP3) with Corvias.

Putting Green Infrastructure on Private Property in New York City

The report then delves into the issue of using private property to house green infrastructure, including the difficulty of scaling up these installations and using public money to increase the volume of green infrastructure on private property.

Resilient By Design - Bay Area Challenge

Resilient by Design is a collaborative design challenge for the San Francisco, California Bay area to develop 10 innovative community-based solutions that will strengthen the region’s resilience to sea level rise, severe storms, flooding and earthquakes. The Resilient by Design - Bay Area Challenge was modeled on New York's Rebuild by Design, a successful program pioneered by The Rockefeller Foundation in partnership with the U.S. Department of Housing and Urban Development.

Green Infrastructure in Parks: A Guide to Collaboration, Funding, and Community Engagement

May 2017

In May 2017, the U. S. Environmental Protection Agency released a guide on how stormwater management agencies could work with parks departments to integrate green infrastructure solutions into park lands. The guide walks municipalities through the steps of developing a green infrastructure program including: (1) identifying and engaging partners, (2) building relationships, (3) leveraging funding, (4) identifying opportunities for green infrastructure, (5) planning maintenance, and (6) undertaking pilot projects.

Implications of Climate Change for Rhode Island Wastewater Collection and Treatment Infrastructure

March 2017

This assessment for Rhode Island investigates how increasing storm intensities and flooding from climate change can impact wastewater treatment systems, including plants and pump stations throughout the state. The study presents the projected implications of climate change on Rhode Island’s nineteen public wastewater treatment facilities that are at risk of inundation, as by design they utilize low elevations, often in riverine or coastal floodplains. The RI Department of Environmental Management collaborated with the state’s Office of Housing and Community Development to evaluate these natural hazards, and begin integrating climate change considerations into wastewater system planning and design.

Flood Protection Pay-Offs: A Local Government Guide to the Community Rating System

March 2017

This comprehensive guide to the National Flood Insurance Program (NFIP) Community Rating System (CRS) is compiled by Wetlands Watch. The NFIP CRS program provides flood insurance discounts, of up to 45%, to constituents within a localities where local governments pursue activities that mitigate flood risks. The guide is meant to help local governments determine which practices may earn credit under the CRS program, what adjustments they may need to make to receive credit, and if funding opportunities are available to assist local governments in meeting credit requirements.

Pittsburgh, Pennsylvania Resilience Strategy

March 2017

The City of Pittsburgh, Pennsylvania released its Resilience Strategy in March 2017 to provide a holistic strategy for helping the city to manage challenges from a changing environment, globalization, and urbanization. The Strategy sets goals, objectives, and action organized around a “P4” community-centered framework addressing resilience in terms of People, Place, Planet, and Performance.  The Strategy is intended to be a blueprint to help the city prepare for resilience challenges by helping the city improve coordination among government and non-governmental organizations, improve budgeting and capital coordination citywide, ensure the institutionalization of resilience practices, and increase resident engagement and empowerment. Development of this plan was supported by the Rockefeller Foundation’s 100 Resilient Cities initiative.
