North Carolina Sea Level Rise Assessment Report - 2015 Update

This report responds to a charge from the North Carolina Coastal Resources Commission (CRC) specifying that sea level rise (SLR) projections be developed for a 30- year timeframe - and to the N. C. General Assembly Session Law 2012-202 (which prevented the CRC from taking any regulatory action before July 1, 2016). Sea level is rising along the entire coast of North Carolina, and the variation in the extent of localized sea level rise and causes of variation are described. The report describes sea level rise dynamics, the use of tide gauges, future projections of SLR in North Carolina, and how to make sense of these predictions - in an approachable fashion.

New York State Water Infrastructure Improvement Act of 2015
March 31, 2015
Under the New York State (NYS) 2015 - 2016 budget agreement approved on March 31, 2015 by the state legislature and Governor Cuomo’s administration, $200 million will be allocated to the NYS Water Infrastructure Improvement Act of 2015 to assist municipalities in funding water quality infrastructure projects - some of which is earmarked for sea level rise resiliency projects.

DHS/FEMA FY 2015 Emergency Management Performance Grant (EMPG) Program

The purpose of the FY 2015 Emergency Management Performance Grant (EMPG) Program is to make grants available to assist state, local, territorial, and tribal governments in preparing for all hazards, as authorized by Section 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. § 762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. §§ 5121 et seq.).

RE.invest - A Roadmap for Resilience

This report summarizes the outcomes of RE. invest, an 18-month predevelopment process with eight U. S. cities and teams of leading private sector design, engineering, law, and finance experts. The RE. invest Initiative focuses on infrastructure predevelopment - all of the activities that go into designing and planning large-scale infrastructure projects prior to construction. The framework is used to reimagine civic infrastructure systems to create both public value and private investment opportunities, especially for vulnerable communities.

Virginia SB 1443: comprehensive plan sea-level rise strategies
March 16, 2015
In March 2015, Governor McAuliffe signed Virginia legislation (SB 1443) to require all localities in the Hampton Roads Planning District Commission region to incorporate consideration of projected sea-level rise and recurrent flooding in updates to local comprehensive plans and to develop strategies to combat risks from sea-level rise, beginning July 1, 2015. The law directs the Department of Conservation and Recreation, the Department of Emergency Management, the Marine Resources Commission, Old Dominion University, and the Virginia Institute of Marine Science to provide technical assistance to any locality in the region upon request.

Developed for the Council of Governments for the Kerr-Tarr region of North Carolina, this report identifies ways to align the region’s Comprehensive Economic Development Strategy (CEDS) and its hazard mitigation plans (HMPs), and to incorporate economic resilience into the CEDS. The report outlines the four essential elements of the CEDS and HMPs - planning process, risk assessment, mitigation strategy and plan maintenance - and demonstrates how they can inform each other. The Kerr-Tar Regional COG covers North Carolina’s predominantly rural Region K, which includes Franklin, Granville, Person, Vance, and Warren Counties.

Climate Framework for Delaware

The Climate Framework for Delaware, released by Governor Jack Markell on March 2, 2015, details the state’s plans for reducing carbon pollution and preparing for the future impacts of climate change. Summarizing the recommendations from the three workgroups formed under Delaware Executive Order 41- Mitigation, Adaptation, and Flood Avoidance - the Framework describes the actions that state agencies have already taken to mitigate emissions and adapt to impacts, and outlines recommendations for future actions on both fronts.
