Tucson, Arizona Rebates for Curb Cuts to Harvest Rainwater

In Tucson, curb cuts can reduce flooding on streets and capture water for irrigation in the arid region. Tucson began offering water harvesting rebates for the installation of curb cuts, openings created in the curb to allow stormwater from the street to flow into water-harvesting basins. Curb cuts are used to reduce the amount of stormwater flowing down the street, often diverting that water into basins to irrigate vegetation. The Tucson City Council voted in November 2014 to expand the city’s rainwater harvesting rebate program to provide rebates for curb cut installation.

Colorado Water Plan
2015
The Colorado Water Plan is an adaptive water management framework for the state created by the Colorado Water Conservation Board (CWCB), in collaboration with Colorado’s nine Basin Roundtables. Colorado is facing increased demand and stress on its water supply - as its population is projected to double by 2050, while climate impacts such as higher temperatures, wide precipitation variability, and earlier and faster spring runoff are occurring across the state. The Colorado Water Plan aims to establish a path toward sustainable water security for the state while balancing the needs of communities and cities, the economy, agriculture, the recreation industry, and the environment.

Caltrans Water Conservation Measures in Highway Landscaping
2014
The California Department of Transportation (Caltrans) began using a variety of new materials and techniques to address drought conditions by reducing or eliminating water use on roadside landscaping following the onset of multi-year severe drought conditions in 2011. New roadside landscaping projects began utilizing recycled water, native grasses and plants that require little or no watering, innovative water collection techniques, and smart irrigation controls. Caltrans’ water conservation efforts are designed to help meet or exceed state water use reduction goals and address growing water scarcity.

National Integrated Drought Information System Reauthorization Act of 2013 (HR 2431)
March 6, 2014
On March 6, 2014, President Obama signed a bipartisan law to renew federal support for the National Integrated Drought Information System - a drought program that seeks to reduce financial and environmental risks posed by sustained drought by providing forecasts and support to vulnerable communities. The legislation easily passed through Congress, with a 356-21 vote in the House and passing via unanimous consent in the Senate. The law would extend the program until 2018.

The report offers a comprehensive guide for citizens, planners, and communities to explore what drought is, how to track it, its impacts, and how planners and communities can prepare to mitigate its effects. This publication is the result of a partnership between the American Planning Association (APA), the National Drought Mitigation Center at the University of Nebraska-Lincoln, and the National Integrated Drought Information System (NIDIS).

National Drought Resilience Partnership

In November 2013 the Obama Administration announced a new partnership between seven Federal agencies to help communities better prepare for drought, through both drought assistance and preparedness planning. The interagency National Drought Resilience Partnership (NDRP) was established as part of President Obama’s Climate Action Plan.

Colorado Drought Mitigation and Response Plan - 2013

Statewide drought planning for Colorado has been developed through the preparation and implementation of the Colorado Drought Mitigation and Response Plan (DMRP). This plan was prepared by the Colorado Water Conservation Board, a division of the Colorado Department of Natural Resources. In 2010, the DMRP went through a comprehensive revision. The 2013 updated plan outlines a mechanism for coordinated drought monitoring, impact assessment, response to emergency drought problems, and mitigation of long term drought impacts.

Pure Water San Diego - Potable Water Reuse Program
2013
Pure Water San Diego, is the City of San Diego, California’s phased, multi-year sustainability program that intends to provide one-third of San Diego's water supply locally by 2035. The Pure Water Program will use proven water purification technology to clean recycled water to produce safe, high-quality drinking water. Environmental stressors and climate change impacts, such as ongoing drought in the Colorado River Basin, and reduced snowpack and runoff in Northern California have decreased the availability of local water supplies, and San Diego has turned to investing in adaptive alternatives.

Proactive Flood and Drought Management: A Selection of Applied Strategies and Lessons Learned From Around the United States

From the American Water Resources Association (AWRA), this report presents a collection of case studies on adaptive flood and drought management. The case studies selected exemplify creative management of multiple water resource goals, and the agencies responsible “have acted in a proactive manner to address the enormous societal problems droughts or floods inflict in their jurisdictions. ” While drawn from the past, these case studies are useful today as they uniquely demonstrate collaborative solutions across multiple agencies and public policy objectives.

Innovative Approaches for Adapting to Water Variability in the West

This brief reviews three approaches that communities are pursuing to adapt to climate change:
- New Mexico's Active Water Resource Management program, which put rules into place that allow for temporary water use changes in real time in case of drought.
- The Water Utility Climate Alliance (WUCA), which was founded by water managers concerned by a gap in climate assessment and adaptation science needed to support their decisions.
- Colorado's Joint Front Range Climate Change Vulnerability Study, which brings together the state and water utilities to assess climate change's impact on local water availability.
