Cost-Efficient Adaptation in the North Atlantic
October 2013
This report summarizes the work of two NOAA-funded graduate fellows research on community-level coastal flood management and climate change adaptation best practices throughout the North Atlantic region (Virginia to Maine). This year-long Sea Grant partnership with NOAA’s North Atlantic Regional Team (NART) has identified low-cost, innovative ways that coastal communities are addressing climate change and related coastal hazard management best practices at the local level. The team looked at studies, laws, policies, outreach tools, and infrastructure investments that were voluntarily adopted by 34 local municipalities, and developed a report to share this information more broadly.

New Jersey TransitGrid – Microgrid Project to Help Power NJ Transit

The New Jersey Governor’s Office of Recovery and Rebuilding, New Jersey Transit (NJ Transit), and the U. S. Department of Energy (DOE) partnered to lead the design of NJ TransitGrid, an advanced electrical microgrid for the NJ Transit system in order to make the state’s transit infrastructure more resilient in the face of future extreme weather events and other disasters. NJ TransitGrid, which is being implemented also in partnership with the Federal Transit Administration (FTA), will incorporate a natural gas-fired electric power generating plant as well as renewable energy and distributed generation.

Hurricane Sandy Rebuilding Strategy

The Hurricane Sandy Rebuilding Task Force, established by President Obama's Executive Order 13632 on December 7, 2012, released this 200-page report with 69 recommendations, to help the Sandy-affected region continue to recover and rebuild. The Task Force included representatives of nearly two dozen federal departments and agencies, and the strategy incorporates additional contributions from state and local governments and key local constituencies.

New Jersey S2815: Drinking water, wastewater infrastructure resiliency program; NJ Environmental Infrastructure Trust (NJEIT)

In August 2013, New Jersey Governor Chris Christie authorized $1. 28 billion in state financing for critical improvements to drinking water and wastewater infrastructure projects across the state under S2815. The funding includes $355 million that will protect and provide resiliency to infrastructure directly impacted by Superstorm Sandy. The bipartisan supported legislation establishes a three year program that could allocate up to $5 billion, not only to repair the plants, but also to harden them against future extreme weather events.

After Sandy: Advancing Strategies for Long-Term Resilience and Adaptability

This report represents the consensus of the Urban Land Institute (ULI) panel on planning for the long-term resilience and preparedness of the New York - New Jersey region. This report outlines an approach to assessing a region’s preparedness and risk in the face of a disaster, and offers tools and recommendations that could be used to help prepare and strengthen the region. By developing this framework based on Hurricane Sandy as a case study, and targeting multiple audiences, this report is intended to address the New York - New Jersey region in the aftermath of Hurricane Sandy, and also can be employed by other regions at risk.

Sea-Level Rise Tool for Hurricane Sandy Recovery

The National Oceanic and Atmospheric Administration (NOAA), the Federal Emergency Management Agency (FEMA), and the U. S. Army Corps of Engineers (USACE) developed a tool that can assist communities affected by Hurricane Sandy in reducing vulnerability of transportation and other infrastructure to future sea-level rise and flood risk. The tool, which involves a set of maps showing floodplains under sea-level rise scenarios and an updated USACE Sea-Level Change calculator showing site-specific flood elevation data, helps communities understand the effects of sea-level rise on future flood risk and incorporate this information into planning and decision-making.

Learning Collaborative for Multifamily Housing Resilience, New York City, New York

New York City’s Learning Collaborative for Multifamily Housing Resilience demonstrates how cities can partner with community development stakeholders to conduct vulnerability assessments that enhance the resilience of low-income communities to climate disasters. In the aftermath of Hurricane Sandy in 2012, approximately 20% of the city’s public housing stock was damaged by flood waters, due in part to the placement of high concentrations of subsidized developments in surge-affected areas.

Federal Transit Administration (FTA) Emergency Relief Program: Sandy Disaster Aid Resilience Projects
2013
In the aftermath of Hurricane Sandy, the Federal Transit Administration (FTA) allocated $4. 3 billion of its disaster recovery money specifically for projects in the Sandy-impacted areas that increase the resilience of public transportation systems and facilities to future disasters and the impacts of climate change. Funding for resilience projects was allocated in separate tiers. First, for “locally-prioritized projects,” which include resilience improvements made in conjunction with other recovery and rebuilding projects or lower cost stand-alone projects that could be implemented quickly.

Port Authority of New York and New Jersey - PATH System Resiliency and Recovery Improvements
In the wake of Hurricane Sandy and the substantial damage done to the infrastructure managed by the Port Authority of New York and New Jersey (PANYNJ), PANYNJ has been repairing and rebuilding infrastructure components to make its PATH transit system more resilient to future Sandy-like storm events. The PATH system, the heavy rail (6 to 12-car trains) rapid transit system linking Manhattan to New Jersey cities and suburban communities, experienced the most severe flooding of any PANYNJ facilities during Hurricane Sandy.
