The Climate Program Office provides strategic guidance and oversight for the agency's climate science and services programs, including the Regional Integrated Sciences and Assessments (RISA) programs. CPO's programs have three main objectives: 1) Climate Observations and Monitoring - describe and understand the state of the climate system through integrated observations, monitoring, and data management; 2) Climate Research & Modeling - understand and predict climate variability and change from weeks to decades to a century into the future; and 3) Climate Service Development - improve society's ability to plan and respond to climate variability and change.

Delaware Sea Grant conducts research in areas ranging from seafood safety to coastal hazards through hands-on research and educational activities, and sharing information on coastal topics with stakeholders. Maryland Department of Natural Resources: Chesapeake and Coastal Program
The Maryland Chesapeake & Coastal Program (CCP), administered by the Maryland Department of Natural Resources, is a partnership among local, regional and state agencies. The CCP also collaborates with many private organizations, such as local land trusts and economic development groups. This partnership has helped the state to reduce the environmental impacts of coastal development, resolve conflicts between competing coastal uses, and provide assistance to local governments in coastal planning and resource protection.

Connecticut Public Act No. 25-33, signed by the Governor on June 10, 2025, is a wide-reaching environmental and climate adaptation law that creates new standards and requirements for state and local government as well as the private sector. The Act establishes new obligations and frameworks across several different policy areas: flood risk disclosure, municipal and regional climate planning, local resilience financing, water and infrastructure climate proofing, and pesticide restrictions to protect pollinators and wildlife.

Oakland 2030 Equitable Climate Action Plan - Oakland, California
July 2020
In July 2020, the City of Oakland’s Department of Public Works released Oakland 2030: Equitable Climate Action Plan (ECAP). ECAP is a cross-sectional, citywide plan that establishes 40 specific actions that City agencies and its partners must take by 2050 to reduce Oakland’s climate emissions and improve resiliency in an equitable manner. With a strong focus on equity throughout, the ECAP authors have broken down its recommendations and policy actions into seven distinct sectors: transportation and land use, buildings, material consumption and waste, adaptation, carbon removal, City leadership, and the Port of Oakland.

New Hampshire Senate Bill (S.B.) 285: Establishing a Coastal Resilience and Economic Development Program
August 3, 2019
On August 3, 2019, the State of New Hampshire passed Senate Bill (S. B. ) 285 to establish a coastal resilience and economic development program and provide local governments with innovative new tools to address climate emergencies due to sea-level rise, storm surge, and flooding. One notable provision of the bill allows municipalities to either alter their existing boundaries or create a new municipality by combining existing ones (Section 2, codified in New Hampshire Revised Statutes § 31:9-d).
