Massachusetts Coastal Community Resilience Grant Program
The Massachusetts Office of Coastal Zone Management (CZM) Coastal Community Resilience Grants Program provides municipalities with financial and technical resources to advance innovative local efforts to plan for and adapt to coastal climate impacts, including sea level rise, storm surge and flooding. In 2018, more than $3. 2 million in funding was awarded to Braintree, Chatham, Chelsea and Everett, Dennis, Duxbury Beach Reservation, Inc. , Gloucester, Hull, Ipswich, Kingston, Marion, Mattapoisett, Nantucket, Provincetown, Salem, Wareham and Winthrop.

DOT Fastlane Grants
December 2015
The U.S. Department of Transportation (DOT) Nationally Significant Freight and Highway Projects Program, also known as the FASTLANE program, is a new competitive grant program that was included in the “Fixing America’s Surface Transportation Act” (FAST Act) to provide funding for nationally significant highway, bridge, and freight projects. Congress authorized $800 million in funding for the FASTLANE program for the 2017 fiscal year.

California Public Utilities Commission Clean Energy Research Projects for Low-Income and Disadvantaged Communities

The California Public Utilities Commission’s (CPUC) allocates its Electric Program Investment Charge (EPIC) to fund projects located in and benefiting low-income and disadvantaged communities, which is an example of utility commissions participating in equitable grid investment. EPIC funds come from rates charged to electricity customers of the state utilities and supports investments in clean energy technologies that benefit ratepayers of investor owned utilities. AB 523 directs the California Energy Commission (CEC) to expend at least 25 percent of its EPIC funds for Technology Demonstration and Deployment funding (TD&D) at sites located in, and benefiting, “disadvantaged communities,” and adds an additional requirement that the CEC expend at least 10 percent of its EPIC funds for TD&D at sites located in, and benefiting, low-income communities located in the state. The CPUC approved the allocation of $60 million of its EPIC funding to projects located in and benefiting low-income and disadvantaged communities that are also specifically prioritized for the investment of proceeds from CA’s cap-and-trade program. These investments are aimed at improving public health, quality of life, and economic opportunity in disadvantaged communities, which are defined by AB 523 as those most burdened by pollution from multiple sources and most vulnerable to its effects, considering socioeconomic characteristics and underlying health status.

Building Community Resilience with Nature-Based Solutions: A Guide for Local Communities

In 2020, the Federal Emergency Management Agency (FEMA) published this guide to help communities identify the multiple benefits of nature-based solutions (NBS) and incorporate NBS into their efforts to build resilience to increasing climate change hazards. The guide includes a range of information about different types of NBS, determining their value, and implementing NBS to aid communities at different phases of the hazard mitigation process. Communities looking to build community and political support for NBS, to fund NBS, and to incorporate NBS into new and existing local plans and policies can all benefit from this guide.

Keep Safe Miami
February 16, 2021
In February 2021, Enterprise Community Partners and the City of Miami, Florida released Keep Safe Miami, a set of tools aimed at owners and operators of affordable multifamily housing properties in Miami-Dade County. The tools can help property owners identify potential adaptation actions to increase the resilience of existing affordable housing to local climate change hazards, including sea-level rise and extreme weather events. Owners and operators of affordable housing units can use Keep Safe Miami’s resources to compare climate-related risks, prioritize adaptation strategies, and access local, state, and federal funding sources. As part of the program, the City of Miami also set aside $500,000 in deferred loans for owners and operators participating in the Keep Safe Miami program.

California’s Urban Greening Program
September 2016
California’s Urban Greening Program, created by SB 859 in 2016, is a competitive grant program that funds local green infrastructure projects to reduce emissions, expand green space, and create more sustainable communities. Administered by the California Natural Resources Agency (CNRA), the program is part of "California Climate Investments," which refer to the more than three dozen programs that are funded by the state's cap and trade auction revenues. Urban Greening projects can be used for improvements such as tree planting, park creation or enhancements, green streets and alleys, greening of public lands and structures, and more. The program's selection criteria ensure that projects proposed by, benefiting, and building partnerships in disadvantaged and critically underserved communities will be prioritized for funding.

Hawaii Act 73: Environmental response, energy and food security tax
April 29, 2010
Act 73, Session Laws of Hawaii 2010, established the environmental response, energy, and food security tax, otherwise known as the barrel tax, to provide resources for addressing the effects of climate change on the state. The Act increased the per-barrel tax on petroleum products and created a fund for clean energy, agriculture, and adaptation initiatives in Hawaii.

EPA Urban Waters Small Grants
2012
The U.S. Environmental Protection Agency’s (EPA) Urban Waters Program is a potential source of funding for green infrastructure and other resilience projects that highlight equity and environmental justice. The program offers small grants (up to $60,000) for water projects that encourage the growth of local business, promote public education, or otherwise create recreational, social, and employment opportunities in local communities. Since its inception in 2012 the program has provided $6.6 million in funding to 114 organizations across the U.S. and in Puerto Rico. Through this program, underserved communities can access healthy waters; helping grow local businesses and enhancing educational and social opportunities.
