HUD Community Resilience Toolkit

2020

The U. S. Department of Housing and Urban Development (HUD) Community Resilience Toolkit offers descriptions of natural hazard risks and ideas for adaptation actions that communities can take to increase their resilience to climate change. State and local governments receiving HUD Community Planning and Development (CPD) funds can use this guide to identify types of adaptation actions that are eligible for CPD funding. Specific attention is drawn to the risks to vulnerable populations as well as adaptation actions that prioritize low- and moderate-income communities.

Great Lakes Green Streets Guidebook

August 2013

This guidebook, published by the Southeast Michigan Council of Governments (SEMCOG), provides examples of roadways projects within the Great Lakes Watershed that utilize green infrastructure methods to improve water quality and reduce stormwater runoff. Developed as a complement to the Low Impact Development Manual for Michigan, the guidebook offers support to municipalities interested in planning, designing, and constructing green streets.

North Carolina Session Law 2018-136 (2018): Hurricane Florence Disaster Recovery Act

October 16, 2018

North Carolina’s Hurricane Florence Disaster Recovery Act establishes the Hurricane Florence Disaster Recovery Reserve in the State General Fund, and establishes the North Carolina Office of Recovery and Resiliency within the Department of Public Safety and tasks it with overseeing long-term recovery and resiliency initiatives related to Hurricane Florence.

DOE Weatherization Assistance Program

December 22, 1975

The Department of Energy (DOE)’s Weatherization Assistance Program (CFDA Program Number 81.042) provides formula and project grants to states to fund cost-effective measures that improve the energy efficiency of homes, particularly the homes of elderly and low-income individuals. These governments in turn contract with local governments and nonprofit agencies to provide weatherization services to those in need using the latest technologies for home energy upgrades.

Federal Transit Administration (FTA) Emergency Relief Program: Sandy Disaster Aid Resilience Projects

2013

In the aftermath of Hurricane Sandy, the Federal Transit Administration (FTA) allocated $4. 3 billion of its disaster recovery money specifically for projects in the Sandy-impacted areas that increase the resilience of public transportation systems and facilities to future disasters and the impacts of climate change. Funding for resilience projects was allocated in separate tiers. First, for “locally-prioritized projects,” which include resilience improvements made in conjunction with other recovery and rebuilding projects or lower cost stand-alone projects that could be implemented quickly.

California Coastal Conservancy Climate Ready Grant Program

2014 - 2018

The California Coastal Conservancy’s Climate Ready program focuses on reducing greenhouse gas emissions, protecting coastal resources, and preparing communities along the California coast and within the San Francisco Bay for the current and future impacts of climate change. Climate Ready grants fund nature-based solutions for climate adaptation. These grants also seek to support projects located in and benefiting disadvantaged communities. The Coastal Conservancy has $3. 8 million available for the 5th round of funding in 2018.

Delaware Wastewater and Surface Water Matching Planning Grant

February 22, 2016

The Delaware Department of Natural Resources and Environmental Control's Division of Watershed Stewardship and Environmental Finance are now accepting project proposals from state, county and municipal governments and governmental subdivisions for matching grants for wastewater and surface water project planning. Grants are revolving and proposals are due approximately the last week of February, May, August, and November.
