Equitable Recovery, Equitable Resilience

This white paper from Local Initiatives Support Corporation (LISC) describes the roles that community organizations play in responding to natural disasters, as well as the accomplishments and challenges relating to this work. With natural disasters related to climate change occuring at increasingly frequent rates, community organizations provide critical emergency aid and recovery services. Furthermore, these services can help reduce the recovery gap within communities, as underlying economic, social, and housing factors and public policy decisions create disparities which are exacerbated through natural disasters. Drawing on interviews with various organizations in California, Florida, Puerto Rico, and Texas, this paper reviews the different strategies that these groups use and puts forth some recommendations for policy changes that may be necessary to advance equity in recovery and resilience.

City of San Diego, California: Climate Resilience SD
December 14, 2021
On December 14, 2021, the City Council of San Diego, California adopted the city’s first comprehensive resilience and climate adaptation plan entitled Climate Resilient SD. The plan lays out a framework to address climate change impacts by identifying the four primary climate change-related hazards affecting the city — extreme heat, extreme rainfall or drought, wildfires and sea-level — and providing a set of goals, policies, and strategies to offset these hazards. The plan, which focuses on adaptation, is a new addition to previous city plans that only dealt with climate mitigation.

American Planning Association Hazard Mitigation Policy Guide
July 2020
The American Planning Association (APA) “Hazard Mitigation Policy Guide” was published in 2020 and provides guidance to federal, state, and local hazard mitigation planners regarding best practices on community preparedness, health, resilience, and sustainability. It covers a wide array of climate- and non-climate-related natural and human-caused hazards. As a whole, the guide recommends that response and recovery improve resilience to future risks such as climate change.

Norfolk Special Service District Policy for Flood Protection

In June 2019, the Norfolk City Council adopted a policy authorizing the creation of Special Service Districts (SSD) to support implementation of local flood risk reduction and water quality improvement projects in the City of Norfolk, Virginia. SSDs enable a group of residents to agree to pay a tax to finance additional services in a particular neighborhood. The Norfolk policy allows SSD funding to be used to pay for flood mitigation, dredging, water quality improvements, and coastal protection projects.

The Kresge Foundation Equitable Guidelines for Opportunity Zone Investment

The Opportunity Zones (OZ) program, created by the federal Opportunity Act as a part of the 2017 Tax Act, delegates to the U.S. Treasury the authority to set requirements for investment under the act’s tax credit system. The Kresge Foundation, seeing that Treasury requirements were first delayed and ultimately bare, set out to create its own set of guidelines. Kresge provides capitalization to projects in OZs to attract investment, and through covenants with its partners attempts to ensure that such investments are based in a framework of equity. Within a specific OZ, these covenants include stringent reporting requirements, the creation of a community advisory board explicitly containing members of the OZ’s community, and active promotion of OZ programs to OZ residents. Additionally, Kresge set out minimum standards for both real estate and business investments. Covenants for real estate investments include specifics such as: adopting an “anti-displacement” strategy for all housing investments, shifting focus to projects that create jobs for low-income communities, and mandating that at least 50% of all multifamily housing investments serve residents with incomes under 120% of the OZ’s average median income. For business investments, covenants include requirements that at least 50% of investments create living-wage jobs, and prohibitions on investments in industries that could be harmful to disadvantaged communities and typically create environmental justice issues. Minneapolis 2040 - Minneapolis, Minnesota Comprehensive Plan
2019
Minneapolis 2040 is the City of Minneapolis, Minnesota’s Comprehensive Plan - that will guide policy and decision making in the city in terms of the built, natural and economic environment for the next ten years. The document includes 14 Goals adopted by the City Council in 2017 that articulate the plan’s intent. One of the plan’s primary goals is for the city to become climate resilient by 2040, which includes a number of adaptation policies and actions for near-term implementation. The Comprehensive Plan includes 100 Policies, each of which supports one or more of the primary goals.

Virginia Executive Order 24 (2018): Increasing Virginia’s Resilience to Sea Level Rise and Natural Hazards

Executive Order 24 (2018), issued by Governor Ralph Northam, established a statewide strategy to increase Virginia’s resilience to sea level rise and natural hazards. It clarified the duties of the Chief Resilience Officer, previously appointed as the Secretary of Public Safety and Homeland Security and subsequently formalized in House Bill 1313 (2020).

Alaska - Climate Change Action Plan Recommendations to the Governor

The Climate Action for Alaska Leadership Team was implemented by Alaska Administrative Order 289 in 2017 to create climate change policy recommendations and a climate action plan for Alaska. The Leadership Team was responsible for identifying climate change priorities, goals, and metrics, and to recommend any needed statutory or regulatory changes. Going forward, the team will monitor implementation of the plan and be responsible for updating it as needed, and for reporting annually to the Governor.

Based in San Francisco, with more than 23,000 employees, the company delivers some of the nation’s cleanest energy to nearly 16 million people throughout a 70,000-square-mile service area in Northern and Central California.
