Rebuild by Design: Big U - Transportation Elements
June 2014
New York City has been awarded $335 million to build a flood protection system around lower Manhattan and protect the critical ground transportation artery FDR Drive, as envisioned in the Big U project proposal developed for Rebuild by Design. The Big U proposal was one of six winners of the U. S. Department of Housing and Urban Development’s (HUD) Rebuild by Design Competition and was developed by the Bjarke Ingels Group (BIG). The BIG U project proposes to build deployable walls that swing down from the underside of FDR Drive, which runs along the East River on the eastern side of Manhattan and has been an inlet for flood waters into Manhattan during extreme weather events like Hurricane Sandy.

This synthesis report, produced through the National Cooperative Highway Research Program, documents resilience efforts within transportation agencies, with a particular focus on how agencies are integrating resilience into their core functions and services - including planning, engineering, construction, maintenance and operations, and administration. The synthesis was informed by a literature review, a survey of transportation agencies, and five detailed case studies developed through agency interviews.

Port Authority of New York and New Jersey - PATH System Resiliency and Recovery Improvements
In the wake of Hurricane Sandy and the substantial damage done to the infrastructure managed by the Port Authority of New York and New Jersey (PANYNJ), PANYNJ has been repairing and rebuilding infrastructure components to make its PATH transit system more resilient to future Sandy-like storm events. The PATH system, the heavy rail (6 to 12-car trains) rapid transit system linking Manhattan to New Jersey cities and suburban communities, experienced the most severe flooding of any PANYNJ facilities during Hurricane Sandy.

European Road Authorities’ Climate Risk Assessment Tools: RIMAROCC and ROADAPT Projects
May 2015
European nations collaborated on two research projects beginning in 2009 to develop a detailed climate change risk assessment methodology and tools for adapting transportation systems and infrastructure. The first project, entitled “RIMAROCC” (Risk Management for Roads in a Changing Climate), produced a risk assessment framework to support decision-making regarding roads in light of climate change impacts. The more recent “ROADAPT” (Roads for Today, Adapted for Tomorrow) project developed guidelines and tools to be used with the RIMAROCC risk assessment framework, to better inform detailed vulnerability and socioeconomic impact assessments, and selection of adaptation strategies.

Honolulu, Hawaii Ordinance 20-47 - Office of Resilience
December 23, 2020
In December 2020, the Mayor of Honolulu signed Ordinance 20-47 (Ordinance), which formally codifies the responsibilities of the previously-established City of Honolulu Office of Resilience (Resilience Office), which include coordinating a coastal and water program, a climate resilience and equity program, and a food sustainability program. The Ordinance is meant to address climate change concerns by building on previous ordinances, and implements a ‘one water’ policy for the city.

Satellite Beach, Florida: Ordinance No. 1159 - Setback Standards and Community Engagement
July 18, 2018
On July 18, 2018, the city of Satellite Beach, FL, adopted Ordinance No. 1159, which updated building setback standards for structures in areas vulnerable to coastal erosion, requiring that new and existing structures be located at least 15 feet from the Coastal Construction Control Line.

FHWA Vulnerability Assessment and Adaptation Framework

The Federal Highway Administration (FHWA's) Vulnerability Assessment and Adaptation Framework is a guide for use in analyzing the impacts of climate change and extreme weather on transportation infrastructure, assessing adaptation options, and modifying decisionmaking processes. The framework is designed to help identify key considerations, questions, and resources that can be used to develop and implement a climate change vulnerability assessment. The processes, lessons learned, and resources outlined in the framework are geared toward State departments of transportation (DOTs), metropolitan planning organizations (MPOs), and other agencies involved in planning, building, or maintaining the transportation system.

New York State Ocean Action Plan
January 23, 2017
New York Department of Environmental Conservation released a final Ocean Action Plan (OAP) for the state of New York - a ten-year action plan focused on improving ocean ecosystem health, and the ocean’s capacity to provide sustainable benefits to the state. One of the four primary goals included in the plan is to increase resilience to climate change impacts. The OAP will guide State government funding, research, management, and outreach and education choices.

Case Study: Boulder, Colorado’s Home Preparedness Assessment Program
2017
In early 2017, the City of Boulder and Boulder County used Community Development Block Grant for Disaster Recovery (CDBG-DR) funding to launch a pilot home resilience retrofit program called the Home Preparedness Assessment program (HPA). HPA was open to city and county single-family and mobile-family homeowners impacted by floods that swept through the Boulder region in the fall of 2013. While the program primarily addressed flooding risks in homes, the program coordinators used the home assessments to have broader conversations with homeowners about other natural disaster risks and resilience.
