Recommendations for assessing the effects of the DOI Hurricane Sandy Mitigation and Resilience Program on ecological system and infrastructure resilience in the Northeast coastal region

This report presents metrics for assessing the resilience of natural and artificial coastal features most affected by Hurricane Sandy along the Northeast coast - such as beaches, dunes, wetlands, and grey and green infrastructure. The focal coastal ecological and infrastructure assets identified are Department of the Interior (DOI) funded projects as implemented through the Disaster Relief Appropriations Act. The report establishes a set of ecological performance metrics for detecting changes in resilience resulting from the project actions, and provides recommendations for completing an assessment of how DOI projects have affected the resilience of the Northeastern coast.

Cities Taking Action: How the 100RC Network is Building Urban Resilience

Developed by the Rockefeller Foundation, 100 Resilient Cities (100RC) is a non-profit dedicated to helping cities around the world become more resilient to climate change and other compounding stressors (e. g. high unemployment, aging infrastructure, social inequality). This report describes seven projects that exemplify urban resilience strategies supported by 100RC, and highlights 33 additional projects across 25 more member cities worldwide which are working on similar resilience challenges.

Climate Change, Resilience and Fairness - How Nonstructural Adaptation Can Protect and Empower Socially Vulnerable Communities on the Gulf Coast

Utilizing case studies from extreme flooding events, this paper synthesizes lessons learned, hazard mitigation strategies, and best practices in adaptation. The focus is on nonstructural adaptation strategies such as disaster planning and mitigation, and property buyouts. The best practices for implementing nonstructural adaptation strategies are also discussed with respect to impacts on, and solutions for, vulnerable communities. The paper is grounded in three case studies of flooding events that each caused widespread damage, occurred across a range of demographic and socio-economic conditions, and involved both structural and nonstructural post-disaster adaptation strategies.

The City of Keene, New Hampshire’s Adaptation Planning Activities – Transportation Elements
September 13, 2010
This case study details efforts in Keene, New Hampshire to assess the vulnerability of transportation assets to future climate impacts and to recommend adaptive responses in city land-use and transportation plans. Keene’s 2007 Climate Adaptation Plan identified transportation infrastructure vulnerable to climate impacts and suggested strategies to improve its resiliency. In 2010, Keene incorporated recommendations from the Adaptation Plan into the city’s Comprehensive Master Plan, which provides the general template for future zoning and land-use regulations in the City, including decisions about the city road system.

Bronzeville Microgrid - Chicago, Illinois
2019
The Bronzeville Microgrid project deployed in a neighborhood in the South Side of Chicago, Illinois demonstrates how utilities can invest in pilot microgrid projects to benefit underserved communities. Commonwealth Edison Company (ComEd) implemented a 7.7 MW community microgrid that will provide service to approximately 770 customers in the historically black neighborhood of Bronzeville Chicago. The project, which is a key component of the utility’s “Community of the Future Initiative,” will serve an area that includes facilities that provide critical services, including hospitals, police headquarters, fire departments, a library, public works buildings, restaurants, health clinics, public transportation, educational facilities, and churches. Bronzeville, considered to be a climate vulnerable urban area, was selected using a data-driven process and based on many socioeconomic factors including income, public health, and lack of investment in the community’s existing infrastructure.

Planning and Investing for a Resilient California - A Guidebook for State Agencies

The California Governor’s Office of Planning and Research (OPR) developed this guidance document to support state agency planning and investment in the context of climate change - as directed by Executive Order B-30-15. The guidance provides state agencies with a process for determining how to integrate climate considerations into state planning and investment decisions. The guidance offers an introduction to climate risks and how to start incorporating them; some common analytical practices; and principles to guide decision making around climate adaptation, community resilience, and social equity.

Mainstreaming Climate Change Adaptation Strategies into New York State Department of Transportation’s Operations: Final Report

This report was prepared for the New York State Department of Transportation (NYSDOT) to help them identify the vulnerabilities of the state’s transportation system as well as opportunities to adapt the system and mainstream adaptation into the transportation decision making process. The report is divided into five chapters: an introduction, a discussion of climate change and its intersection with transportation in New York State, a vulnerability and impact assessment, a discussion of adaptation strategies and best practices, recommendation for mainstreaming those strategies into NYSDOT operation, and a communications and technology transfer plan.

The National Map: 3D Elevation Program (3DEP)

The Department of the Interior's U.S. Geological Survey (USGS) and other Federal agencies have launched a 3D Elevation Program (3DEP) partnership to develop advanced 3-dimensional mapping data of the United States. These data and related tools will be used in the areas of flood risk management, water resource planning, mitigation of coastal erosion and storm surge impacts, and identification of landslide hazards - as "an essential component of supporting action on climate resilience."

Oregon Executive Order No. 25-26: Directing State Agencies to Take Urgent Action to Promote the Resilience of our Communities and Natural and Working Lands and Waters

In response to increasing impacts of climate change in the state of Oregon, Governor Tina Kotek issued Executive Order 25-26 on October 21, 2025, requiring 15 state agencies and boards to take direct action to assess resilience and implement practices that further resilience in the state.
