State of Maryland 2016 Hazard Mitigation Plan

In 2016, the State of Maryland updated its Hazard Mitigation Plan (HMP) and included consideration of how climate change will affect the natural hazards that threaten the state's critical facilities, assets, and citizens. The plan analyzes risks of natural hazards in each region of the state, and provides data to guide hazard mitigation decisions and prioritize at-risk areas. The plan was developed by the Maryland Emergency Management Agency (MEMA) in coordination with other planning and adaptation initiatives at the local, state, and federal levels.

Miami Beach Stormwater Infrastructure Adaptation
The City of Miami-Beach is taking action to protect Miami Beach roads, sidewalks, storm drains, and other key infrastructure from sea-level rise and flooding by installing pumps, raising roads, and protecting the city with seawalls. The project seeks to guard both critical resources like the City’s water and power supply as well as roads and property from flooding. The City is in the process of investing an estimated $500 million for this project that is slated to last six more years. Funding comes from local taxes and 84% increase in stormwater fees.

Charles River Watershed Association Green Infrastructure Demonstration Projects
The Charles River Watershed Association (CRWA), through its “Blue Cities Initiative,” develops demonstration projects that feature green infrastructure along streets and in other public and private spaces, with the goal of managing increases in precipitation caused by climate change. More frequent and intense rainfall events will increase the risks of flooding, sewer overflows, and water pollution in the Northeast. CRWA has implemented demonstration projects in the Boston metropolitan area to illustrate and assess the effectiveness of different green stormwater management techniques, including permeable pavements and roadside vegetation, and to encourage replication of these strategies in other areas.

Florida Sea Grant's "Environmentally Compromised Roads" Model Ordinance
October 2015
The “Environmentally Compromised Road Segments” model ordinance provides a framework for local governments in Florida to recognize and proactively address two related challenges: changing environmental conditions that cause natural degradation of public roads and rising maintenance costs. The ordinance does so by creating exceptions to both levels of service and uniform design standards for “environmentally compromised road segments. ” Such road segments must meet certain maintenance cost thresholds and be within areas where typical repair activities and standards are infeasible due to naturally-occurring environmental conditions.

Foster City, California Measure P - Sea level rise abatement bond

Measure P is a $90 million bond measure approved by Foster City, San Francisco Bay area of California in June 2018, that will fund structural projects to reduce flood risks from sea level rise. Residential, office and commercial property owners will see an annual tax rate increase of approximately $40 per $100,000 of assessed property value.

The Great Plains Landscape Conservation Cooperative (GPLCC) is one of 21 LCCs established by Secretarial Order No. 3289, which focus on on-the-ground strategic conservation efforts at the landscape level. LCCs are management-science partnerships that inform integrated resource-management actions addressing climate change and other stressors within and across landscapes, linking science and conservation delivery. The currently participating bureaus are the Bureau of Land Management, National Park Service, and the U.

Elevated Ventilation Grates for New York City’s Subway System
2009
New York City’s Metropolitan Transit Authority (MTA) installed raised ventilation grates at 25 different locations throughout the city in order to reduce flooding of their subway system. Similar strategies could be used for underground highway assets, such as tunnels, where ventilation systems are at risk of flooding.

Managing the Retreat from Rising Seas — State of Louisiana: Louisiana Strategic Adaptations for Future Environments (LA SAFE)

Louisiana Strategic Adaptations for Future Environments (LA SAFE) is a community-based planning and capital investment process that will help the state fund and implement several projects, including for managed retreat, to make its coasts more resilient. In 2016, Louisiana’s Office for Community Development–Disaster Recovery Unit received a nearly $40 million grant from the U.S. Department of Housing and Urban Development through the National Disaster Resilience Competition and additional state and nongovernmental funds to implement LA SAFE. The grant will support the design and implementation of resilience projects to address impacts in six coastal parishes that were affected by Hurricane Isaac in 2012. The state partnered with the nonprofit Foundation for Louisiana to administer LA SAFE and facilitate an extensive, year-long community engagement process that will result in implementation of ten funded projects across the six parishes. By contemplating a regional, rather than a parish-specific, approach to addressing coastal risk, LA SAFE provides a model that other states and local governments may consider when making long-term adaptation and resilience investments, including for managed retreat. FDOT Resilience Quick Guide: Incorporating Resilience in the MPO Long Range Transportation Plan

The Florida Department of Transportation (FDOT) produced this Resilience Quick Guide (guide) in January 2020 to provide concise guidance to metropolitan planning organizations (MPOs) on best practices for integrating resilience into long-range transportation plans. The guide notes that Florida's regions are challenged by extreme events and changing conditions including inland flooding, sea-level rise, more frequent and severe storm events, worsening drought, fires, and more - all of which can affect transportation facilities and systems and result in other social and economic impacts.
