RE.invest - A Roadmap for Resilience

This report summarizes the outcomes of RE. invest, an 18-month predevelopment process with eight U. S. cities and teams of leading private sector design, engineering, law, and finance experts. The RE. invest Initiative focuses on infrastructure predevelopment - all of the activities that go into designing and planning large-scale infrastructure projects prior to construction. The framework is used to reimagine civic infrastructure systems to create both public value and private investment opportunities, especially for vulnerable communities.

Building Economic Resilience in the Kerr-Tarr Region (North Carolina): Recommendations for Linking Comprehensive Economic Development Strategies and Hazard Mitigation Plans

Developed for the Council of Governments for the Kerr-Tarr region of North Carolina, this report identifies ways to align the region’s Comprehensive Economic Development Strategy (CEDS) and its hazard mitigation plans (HMPs), and to incorporate economic resilience into the CEDS. The report outlines the four essential elements of the CEDS and HMPs - planning process, risk assessment, mitigation strategy and plan maintenance - and demonstrates how they can inform each other. The Kerr-Tar Regional COG covers North Carolina’s predominantly rural Region K, which includes Franklin, Granville, Person, Vance, and Warren Counties.

Memphis, Tennessee Mid-South Regional GreenPrint

In 2015, the Mid-South Regional Commission created the Mid-South Regional GreenPrint as a visioning document for the tri-state area of the greater Memphis region for the next 25 years. The plan envisions a regional network of green space, including connected parks and greenways, or Greenprint. The intention of the Greenprint plan is to address long-term housing and land use, resource conservation, environmental protection, accessibility, community health and wellness, transportation alternatives, economic development, neighborhood engagement, and social equity in the Greater Memphis Area.

Tehama County, California Preliminary Resiliency Framework: Forest and Water Resources
February 2015
In 2014, the Model Forest Policy Program (MFPP), Climate Solutions University (CSU), and the Resource Conservation District of Tehama County (RCDTC) worked together to create a climate adaptation framework for the forest and water systems in Tehama County, California. The RCDTC took the local leadership role to engage with CSU’s Forest and Water Strategies program to initiate the discussion of local climate resilience. The framework addresses specific climate risks based on local environmental and socio-economic conditions, and provides detailed guidance and strategies for adaptive planning.

Climate Ready Water Utilities Adaptation Strategies Guide for Water Utilities

EPA prepared this Guide as part of its Climate Ready Water Utilities Initiative. The Guide presents the projected climate change impacts and adaptation options for drinking water, wastewater, and stormwater utility, for nine regions across the U.S. Detailed examples of adaptation strategies are provided, including those from utilities which have successfully implemented adaptation strategies.

NAACP Equity in Building Resilience in Adaptation Planning

From the National Association for the Advancement of Colored People (NAACP), this report contains a list of equity based indicators that are measures of vulnerability and resilience to climate change impacts. The indicators were developed for both pre-existing vulnerabilities and assets, as well as for processes and results of resiliency planning. The aim of this resource is for city planners, community organizations, elected officials, and other decision-makers to consider these equity based indicators as they design climate adaptation plans.

Resilient Michigan - Planning for Resilient Communities
Planning for Resilient Communities is a planning assistance program in Michigan developed by the non-profit Land Information Access Association (LIAA) with numerous statewide partners. The program is helping citizens, local leaders and public officials plan communities that are more resilient to climate variability, extreme weather events and global economic challenges. The overall project mission is to foster and support community‐wide planning efforts that lead to the adoption of significant revisions to existing master plans to promote community resilience.

Boston Greenovate Plan

The 2014 Boston Greenovate Climate Action Plan describes Boston’s progress towards reducing greenhouse gas (GHG) emissions 25% by 2020 and 80% by 2050, and preparing for the impacts of climate change. There is a marked focus on adaptive strategies and solutions and less emphasis on climate impacts, across five sections of the Plan: Neighborhoods, Large Buildings and Institutions, Transportation, Climate Preparedness, and 80x50 (Boston’s 80 percent by 2050 GHG reduction goal).
