Colorado HB 13-1293: Creates climate change position in executive branch
Colorado 2013 House Bill 13-1293 required the appointment by the executive branch of a climate change position to assess climate change issues in the state, as well as an annual climate vulnerability assessment to be provided by state agencies.
The legislation opens with “The general assembly hereby declares that climate change presents serious, diverse, and ongoing issues for the state's people, economy, and environment.”
The position appointed by the Governor is directed to inform the state of the risks of climate change, as well as the progress made to address those threats. The bill requires the submission of an annual report to the House and Senate agriculture, natural resource, transportation and energy committees about the state’s climate change impacts and efforts on mitigating climate change in accordance with the state's climate action plan on climate preparedness.
Multiple state agencies, including the Colorado Energy Office, the Colorado Department of Public Health and the Environment, and the Colorado Water Conservation Board are leading efforts to respond to this legislation and the impacts of climate change in the state.
To help meet this requirement, the Colorado Energy Office commissioned the University of Colorado Boulder (through the Western Water Assessment) and Colorado State University to complete a study providing an overview of the key vulnerabilities that climate change and climate vulnerability will pose for Colorado's economy and resources.
