A Legal Framework for Climate Adaptation Assessment

The author of this policy brief, produced by Resources for the Future (RFF), believes procedures for adaptation planning must be established to guide federal agency
efforts. He recommends the creation of a National Adaptation Planning Act, which would require a detailed statement of significant climate change impacts to proposed federal projects, and options for reducing or eliminating the resulting harm. Federal agencies would be required to prepare a list of critical adaptation needs and to complete adaptation statements within a fixed time of the listing. Adaptation planning statements would be archived online and linked with a geographic information system and the uncertainties related to climate impacts would be clearly identified.
