Alabama Executive Order 736: Establishing the Alabama Resilience Council
On May 3, 2023, the Governor of Alabama issued Executive Order No. 736, establishing the Alabama Resilience Council. The purpose of the Council is to coordinate state government activities and facilitate engagement with the private sector to address potential harmful impacts from natural and manmade events on Alabama communities and infrastructure before they occur. The Council’s duties include developing resilience strategies, enhancing public awareness around risk and resilience, facilitating collaboration with the private sector, engaging federal and state agencies around resilience policy, supporting development of the state’s hazard mitigation plan, and seeking funding to promote resilience.
In developing resilience strategies to pursue at the state level, the Council is directed to regularly convene government and private sector stakeholders with differing perspectives in order to inform resilience work and facilitate inter-jurisdictional coordination. The Order also places emphasis on improving the public’s understanding and awareness of hazards and ways to mitigate risk, by improving education and outreach and providing more clear and non-technical risk information to inform decisions. The Council is also directed to support federal and state policies and programs that promote individual, community, and statewide resilience.
The Council consists of the executive head of various state agencies and departments or their designee, including the Emergency Management Agency, Department of Conservation and Natural Resources, Department of Environmental Management, Department of Insurance, and the Department of Transportation, among other departments. Some regional organizations and federal agencies may choose to designate a representative on the council, such as the Federal Emergency Management Agency, the Energy Institute of Alabama, the Alabama Association of Regional Councils, and the National Weather Service, among others. The Order directs the Council to convene meetings and establish committees as needed, to invite the Governor's Office to attend the Council’s meetings, and to inform the Governor’s Office of the Council’s activities. The Alabama Department of Insurance and the Alabama Emergency Management Agency are directed to provide administrative support to the Council in carrying out its work.
