City of Paso Robles, California Climate Action Plan

The City of Paso Robles, California Climate Action Plan (CAP) is a long-range plan to reduce City government and community-wide greenhouse gas (GHG) emissions, and to prepare for climate change impacts.  A chapter of the plan is dedicated to adaptation strategies for public health, emergency preparedness, water management and infrastructure in Paso Robles.   

The Adaptation chapter includes a discussion of modeled climate change predictions, an urban system assessment, a vulnerability assessment, and adaptation measures to build resilience and minimize the risk associated with anticipated climate change impacts. The primary impacts discussed for Paso Robles include increased temperatures, changes in precipitation patterns, increased frequency and severity of storm events, and increased wildfire burn area. 

The Adaptation Implementation Actions or strategies outlined in the plan aim to support the following measures:

  1. Climate Change Vulnerability: Periodically reassess regional climate change vulnerabilities
  2. Public Health and Emergency Preparedness: Prepare for anticipated climate change effects on public health, the local economy, and populations that may bear a disproportionate burden of the climate change effects.
  3. Water Management: Implement new policies and programs to limit community exposure to threats such as flooding, and support those that encourage water use conservation and efficiency.
  4. Infrastructure: Work to improve the resilience of systems that provide the resources and services to community function. 

Chapter 5 on Implementation and Monitoring includes a matrix of all of the plan’s actions - including the responsible City Department, general cost and city savings (e.g. very low, medium etc.), performance indicators, and implementation timeframe.   

The GHG reduction measures as set forth in the plan would achieve an emissions reduction target consistent with California AB 32 - therefore establishing a reduction target of 15 percent below 2005 levels by 2020 to conform with the state’s recommended target.
