Colorado Resiliency Playbook

The Colorado Resiliency Playbook, developed by the Colorado Resiliency Office and finalized in June 2019, provides a framework for integrating climate resilience into the work of Colorado state agencies. The Playbook was created to implement the first version of the Colorado Resiliency Framework and supports statutory mandates from HB 18-1394, which updated the Colorado Disaster Emergency Act to establish the Colorado Resilience Office, a successor to the Colorado Recovery Office.  

The Playbook is divided into seven modules to help state agencies build capacity for integrating resilience in day-to-day operations as well as decisions and investments: 

  1. Defining Resiliency – Defines characteristics of resilient systems, using guiding questions to help agencies reflect on their roles in climate adaptation and resilience building.
  2. Building Your Team – Provides strategies for forming internal resiliency working groups, including designating a resiliency champion and fostering cross-divisional collaboration.
  3. Policy Development – Offers guidance for creating and institutionalizing resiliency policies, with examples of policy types, components, and approval processes.
  4. Building a Resilient Project – Outlines how to integrate resiliency principles and criteria into all stages of project planning, implementation, and evaluation.
  5. Stakeholder Engagement – Details inclusive engagement strategies for involving internal and external stakeholders, with emphasis on equity and community involvement.
  6. Overcoming Barriers – Identifies common issues incorporating resiliency and suggests solutions for building support, leveraging resources, and aligning with agency priorities.
  7. Tracking Performance – Describes how to develop and use metrics to assess progress, demonstrate resilience value, and communicate successes across agencies.

The website for the Playbook includes accompanying resources and templates to further illustrate how the modules can look in practice, like a Memorandum of Understanding template and a stakeholder engagement plan template. It also contains descriptions of case studies, like the Colorado Department of Transportation's resilience policy and interagency workforce resilience efforts.
