Louisiana Strategic Adaptations for Future Environments (LA SAFE)

The Louisiana Strategic Adaptations for Future Environments (LA SAFE) planning process is aimed at climate adaptation and resilience planning for coastal communities in Louisiana. The strategy supports mitigating risks and increasing resilience to coastal impacts - especially flooding. The LA SAFE initiative was first funded through a HUD long-term disaster recovery grant, for six parishes most impacted by Hurricane Isaac in 2012. Guided by the state of Louisiana, and a network of regional non-profits focused on coastal restoration and resilience, it is a goal of the LA SAFE program to expand the program statewide in the future. By the end of this process, each southeast Louisiana parish may have a strategy that includes programs, policies and projects to support climate resilient communities over the next 50 years. The pilot parishes include:

  • Jefferson Parish
  • LaFourche and Terrebonne Parishes
  • Plaquemines Parish
  • St. John the Baptist Parish
  • St. Tammany Parish

LA SAFE focuses on how Louisiana’s communities can adapt to coastal challenges by developing a suite of progressive restoration, resilience, and adaptation solutions. The planning model considers how land loss and coastal change intersects with demographic, social, economic and environmental impacts.

LA SAFE public engagement is based on a co-design process which ensures that residents are partners in planning. The process is founded on the following shared principles to: share power, prioritize relationships, include all points of view, use all kinds of knowledge, and to test solutions early and often.

Guided by the Louisiana Office of Community Development, the LA SAFE team includes planners, designers, community leaders, risk modelers, scientists, sociologists, architects, demographers, and community members from across Louisiana’s coast.
