Minnesota Climate Resiliency and Water Infrastructure Grant Program
Established in 2023 through a one-time appropriation of $100 million in state funds, the Minnesota Climate Resiliency and Water Infrastructure Grant program provided funding for local and Tribal governments across the state to pursue climate resilience and infrastructure projects. The Minnesota Pollution Control Agency (MPCA) administered grants for: (1) risk assessments and planning for infrastructure and community resilience, (2) construction and implementation of priority resilience projects, and (3) local climate action grants to increase resilience and reduce local contributions to climate change. The MPCA specifically administered a Local Climate Action Grant program to support local climate action.
The program designated $50.2 million for each of its first two years, the majority of which is designated for supporting communities to plan and implement climate adaptation projects. The three main areas of focus of the grants are stormwater systems, wastewater systems, and community resilience. These priority areas align with the broader funding goals of the Minnesota Climate Action Framework. The bill also required at least 40 percent of these projects to fulfill environmental justice criteria.
The MPCA commissioner must submit a report detailing the use of grant money to the legislative committees with jurisdiction over environment and natural resources finance by December 30, 2027. The appropriation is available until June 30, 2027.
