Presidential Memorandum - Climate Change and National Security

President Obama issued a memorandum in 2016 that requires the federal government to fully consider the impacts of climate change in the development and implementation of all national security policies and plans.

The memorandum directs 20 federal agencies to establish the Climate and National Security Working Group which will identify the U.S. national security priorities related to climate change. The Working Group will coordinate the development of a strategic approach to identify, assess, and share information on current and projected climate-related impacts on national security interests.

The Working Group was to develop a Climate Change and National Security Action Plan, to identify specific steps that are required to perform the Working Group's functions. The Action Plan is to include specific objectives, milestones, timelines, and the agencies responsible for completion of all actions identified.

In addition, each of the federal agencies involved in the Working Group are to develop a Federal Agency Implementation Plan within 150 days of the date of this memorandum - to support the policy of this memorandum.
