San Luis Obispo, California Climate Action Plan
This Climate Action Plan for the City of San Luis Obispo (SLO), California describes the measures be taken to meet the city’s adopted GHG emissions reduction target of 1990 levels by 2020, which is consistent with California AB 32. Climate adaptation is addressed throughout the plan as well, with strategies that complement the mitigation measures across many focal sectors.
The climate change impacts discussed for SLO are based on those projected for California, including heat waves, increased wildfire, public health impacts, flooding, drought reduced snowpack, and threatened agriculture. Specific adaptation needs and strategies are described for the sectors of Buildings, Water, and Parks and Open Space in San Luis Obispo.
Buildings: SLO plans to open local government and public facilities that provide air-conditioned indoor space to the general public during heat waves.
Adaptation Strategy: Public Relief during Extreme Heat.
Water: San Luis Obispo is already adapting to climate change by reducing per capita water use and increasing water reserves. The strategy addresses the increased use of recycled water for non-potable needs to conserve water resources.
Adaptation Strategy: Recycled Water - Continue to implement the Water Reuse Master Plan.
Open Space: The city finds that climate impacts on parks and open space “is significant and could influence wildlife habitat, public safety, and outdoor leisure and recreation opportunities.” The Natural Resources Department will continue to implement its Best Management Practices Guidelines for Open Space Lands, which includes the following adaptation strategies:
Adaptation Strategy 1: Vegetation - Management Control invasive species, erosion and sediment, re-vegetate open space with native plants and trees, and restore natural processes.
Adaptation Strategy 2: Fire - Management Monitor open space areas to determine if brush, weeds or other heavy fuel materials need to be thinned or removed.
