Fort Lauderdale, Florida - Highway A1A Redesign Project

After Hurricane Sandy washed out a segment of the state highway, the Florida Department of Transportation (“FDOT”) and the City of Fort Lauderdale rebuilt a portion of the A1A highway (“A1A”) to be more resilient to future coastal hazards. The redesigned highway segment incorporates several different features that will increase the highway’s resilience to future flooding and erosion and will also make the city more walkable and bikeable:

Regional Impacts of Climate Change and Issues for Stormwater Management

This report describes the stormwater management challenges that Southern Florida faces due to climate change and offers several recommendations for how these issues can be addressed. It discusses three basin scale strategies: Everglades restoration, adjusting regional water control practices, and small scale adaptation efforts. Local governments can also play a pivotal role by investing in green infrastructure and implementing financing strategies for stormwater management. This guidance document is one in a series of publications designed to assist county and municipal policymakers, administrators and program staff with implementation of the 110 recommendations contained within the Southeast Florida Regional Climate Change Compact’s 2012 Regional Climate Action Plan.

Chincoteague National Wildlife Refuge Restoration and Relocation Efforts

Chincoteague National Wildlife Refuge, located at the southern tip of Assateague Island, depends on parking and road facilities that are vulnerable to flooding and erosion. Refuge managers have been exploring alternatives for responding to these impacts that they anticipate will worsen with sea-level rise and climate change. The refuge is studying alternatives to relocate parking facilities and is using oyster reefs to protect transportation facilities. Parking facilities on the island are made of loose shells and sand so as not to disrupt the natural terrain.

City of Alexandria, Virginia Floodplain Management Plan
2015
In 2012, the City of Alexandria, Virginia (by Council Resolution No. 2496) adopted the Northern Virginia Hazard Mitigation Plan Update and received credit under the federal Community Rating System (CRS) program to reduce flood risk and lower insurance premiums in its community. CRS is a voluntary program administered by the Federal Emergency Management Agency (FEMA) under the National Flood Insurance Program that allows participating local governments to earn discounts on their residents’ flood insurance premiums by implementing different flood mitigation actions.

Vermont Economic Resiliency Initiative and Final Report

Developed by the Vermont Agency of Commerce and Community Development, the Vermont Economic Resiliency Initiative (VERI) evaluated and ranked Vermont communities where economic activity and the associated infrastructure are at high risk of flooding. The goal of the project is to help communities recover quickly from disasters, minimize interruptions to businesses and the local economy, and reduce flood recovery costs. The Initiative was designed to provide a foundation to develop community-tailored action plans to reduce the loss of jobs, inventory, revenue, as well as the cost to repair roads, bridges, and other key infrastructure.

NOAA 2014 State of Nuisance Flooding

The National Oceanic and Atmospheric Administration's (NOAA's) 2014 State of Nuisance Tidal Flooding highlights nuisance flood frequencies during the 2014 meteorological year, May 2014 through April 2015, at 27 NOAA tide stations around the U.S. which have collected data for more than 50 years.

Louisiana Flood Risk and Resilience Viewer
Louisiana's Coastal Protection and Restoration Authority (CPRA) has launched a “Flood Risk and Resilience Viewer,” an online resource which displays information on coastal land change, flood risk, and impacts to communities. This innovative tool provides coastal residents with access to the state’s best information about how Louisiana’s coast may change in the future, as well as resources to make communities and properties safer.

Arizona DOT Resilience Pilot Program
August 2015
The Arizona Department of Transportation (ADOT) is pursuing a “Resilience Pilot Program” (RPP) to improve data and modeling with the aim of reducing incidents of flood, hydraulic-related failure, and extreme weather damage to critical transportation infrastructure. A key element to the new RPP is a partnership with the U. S. Geological Survey (USGS). Leveraging USGS’s resources, the RPP is currently testing new technology such as fixed-wing drone, quad-copter hovercraft and ground based LiDAR imaging to better assess the siting, design, and construction of ADOT’s assets where they interchange with rivers, stream, creeks and floodplains.

Florida SB 1094: “An act relating to the peril of flood”
May 21, 2015
On May 21, 2015, Governor Rick Scott signed into law Florida Senate Bill 1094, “An Act relating to the peril of flood. ” SB 1094 requires consideration of future flood risk from storm surge and sea level rise in certain portions of local government comprehensive plans. In accordance with SB 1094, Florida Statute section 163. 3178(2)(f)1 now includes sea-level rise as one of the causes of flood risk that must be addressed in the “redevelopment principles, strategies, and engineering solutions” to reduce flood risk.
