Portland, Oregon Green Streets Program

2007

Portland, Oregon’s Green Streets are streets that use vegetated facilities to manage stormwater runoff. Portland’s Bureau of Environmental Services (BES) Green Street Program is a sustainable stormwater strategy that meets regulatory compliance and resource protection goals by using a natural systems approach to manage stormwater, reduce flows, improve water quality and enhance watershed health.

Water Needs and Strategies for a Sustainable Future

June 2006

This report, along with the 2008 report, "Water Needs and Strategies for a Sustainable Future: Next Steps," include consensus recommendations and action items to both encourage and assist local, state and federal planners and managers and private sector partners to coordinate effectively to prepare for and address challenges of over-appropriated watersheds, population growth, land use changes, water needs for in-stream uses, and water supply and water management strategies in Western states. These reports address six specific issues, including: examining water policies and population growth, providing water supply to meet future demands, maintaining water supply infrastructure, resolving Indian water rights, preparing for climate change, and conserving endangered species.

Spencer Creek Bridge Replacement and Highway 101 Realignment

May 9, 2006

While replacing the Spencer Creek Bridge, the Oregon Department of Transportation (ODOT) also realigned vulnerable sections of Highway 101 approaching the bridge, shifting the highway 50 feet inland in order to avoid expected sea cliff erosion impacts over the intended design life of the bridge and highway.

Pringle Creek (Salem, Oregon) Green Streets Initiative

2006

In 2006, the community of Pringle Creek, Oregon installed porous pavements on 100 percent of its streets, called its “Green Streets” iniative. The project combined a variety of green infrastructure techniques such as rain gardens and bioswales, with porous pavements to mitigate flooding of Pringle Creek streets during heavy precipitation events. The green infrastructure techniques used by the community are designed to return 90 percent of rainwater to the local aquifer, as opposed to flowing as runoff to community storm sewers.

Oregon Guidance on Biofilters for Storm Water Discharge Pollution Removal

January 2003

In 2003, the Oregon Department of Environmental Quality (DEQ) published guidance on the use of “biofilters” to remove pollution from stormwater. Biofilters include a variety of green infrastructure techniques installed along roadways to filter pollution from stormwater runoff such as constructed wetlands and bioswales (vegetated swales or ditches), among others. The guidance details the design best management practices (BMPs) that have been proven to work well in constructing biofilters, and argues that biofilters may be the “most economical” way to remove sediment and other pollutants from runoff.

TreeFlow

TreeFlow is an online resource for tree-ring reconstructions of stream flow and climate. By providing a longer window into the past, tree-ring reconstructions describe the natural variability of climate (precipitation, drought) more completely than gaged records. While projected changes in precipitation may be uncertain in some area, projections for temperature changes due to climate change are highly useful and relevant when added to the range of natural flow variability seen in the reconstructions.

Affiliated Tribes of Northwest Indians

“In 1953 farsighted tribal leaders in the Northwest formed the Affiliated Tribes of Northwest Indians, and dedicated it to tribal sovereignty and self-determination. ” Affiliated Tribes of Northwest Indians (ATNI) is a nonprofit organization representing 57 Northwest tribal governments from Oregon, Idaho, Washington, southeast Alaska, Northern California and Western Montana. ATNI is an organization whose foundation is composed of the people it is meant to serve. ATNI has taken as its purpose to provide a forum for sharing information on matters of interest to its member Tribes, develop consensus on matters of mutual importance, assist member Tribes in their governmental and programmatic development consistent with their goals for self-determination and self-sufficiency, and provide for effective public relations and education program with the non-Indian communities.

CIRMOUNT

The Consortium for Integrated Climate Research in Western Mountains (CIRMOUNT) is a collaborative and interdisciplinary research consortium dedicated to understanding climate variability and effects of climate on western North American mountain ecosystems and resources. Participation is open to all interested scientists and natural resource managers. CIRMOUNT seeks to improve knowledge of high-elevation climate systems and to integrate knowledge of mountain ecosystem response to climate change into natural-resource management and policy.

Bureau of Reclamation

Established in 1902, the Bureau of Reclamation is best known for the dams, power plants, reservoirs, and canals it constructed in the 17 western states, including Hoover Dam on the Colorado River and Grand Coulee on the Columbia River. The Bureau of Reclamation is the largest wholesaler of water in the country. They bring water to more than 31 million people, and provide one out of five Western farmers (140,000) with irrigation water for 10 million acres of farmland that produce 60% of the nation's vegetables and 25% of its fruits and nuts.

The Center for Science in the Earth System (CSES) conducts integrated research on the impacts of climate variability and change on the U. S. Pacific Northwest. CSES combines and integrates expertise in climate dynamics, ecological dynamics, hydrologic dynamics, and institutional and policy analysis for the study of Pacific Northwest climate dynamics and impacts. CSES also researches methodologies for accomplishing climate research, and researches applications of climate information in regional decision-making processes in support of the regional aspects of an eventual Climate Service.
