Rhode Island E.O. 17-10: Action Plan to Stand up To Climate Change

Rhode Island Governor Gina Raimondo signed Executive Order 17-10 on September 15, 2017 to establish a Chief Resilience Officer who will work collaboratively with partners to develop a statewide “Action Plan to Stand Up to Climate Change” by July 1, 2018. The Order recognizes that Rhode Island and its 400 miles of coastline is highly vulnerable to climate change, particularly risks related to warmer weather and waters, sea level rise, more intense storms, and flooding.

New Hampshire Coastal Resilience Incentive Zone Program for Municipalities
September 3, 2017
In 2017, New Hampshire passed a new law, New Hampshire Revised Statutes § 79-E:4-a, that enables municipalities to create a tax incentive program to encourage resiliency in coastal areas. Municipalities can establish “Coastal Resilience Incentive Zones” (CRIZ) in their jurisdictions to grant property owners tax relief for undertaking “resilience measures” for qualified properties or structures identified as impacted by storm surge, sea-level rise, or extreme precipitation projections.

California General Plan Guidelines
August 2017
The California Governor’s Office of Planning and Research (OPR) has completed the first comprehensive update to the State General Plan Guidelines since 2003. The Guidelines are for the preparation and content of general plans for all cities and counties in California. The 2017 version includes legislative changes, new guidance, policy recommendations, and the requirement to incorporate climate change into community planning.

Colorado Executive Order 2017-015: Supporting Colorado’s Clean Energy Transition
July 11, 2017
On July 11, 2017, Governor John Hickenlooper signed Executive Order 2017-015 to support Colorado’s transition to clean energy. Recognizing that clean air is one of Colorado’s essential resources, the executive order establishes goals related to increasing energy efficiency and greenhouse gas reductions in the state, calling for appropriate agencies to work with “any interested electric utilities or cooperatives. " Although primarily focused on climate mitigation efforts, the executive order is noteworthy for adaptation because it calls for state agencies to partner with municipalities to more closely collaborate and further local resiliency.

Sustainable Climate Change Adaptation in Indian Country
July 2017
Limited land and resource rights allocated to indigenous peoples in the United States create structural barriers that restrict many tribes’ ability to sustainably manage natural resources and adapt to climate change. This article reviews these barriers, and how land fragmentation and policies that hinder a tribe’s authority and control of natural resources restrict their capacity to manage climate change risks. After describing the history of political barriers for tribes, the report is primarily a case study of water rights and management at the Wind River Reservation in Wyoming.

Minneapolis Resolution Establishing "Green Zones"
April 28, 2017
On April 28 2017, the Minneapolis City Council approved a final Resolution establishing a Green Zones policy to facilitate community-led planning in socioeconomically vulnerable neighborhoods in Minneapolis, Minnesota with the goal of prioritizing city initiatives to combat a range of resiliency challenges. Within Green Zones pilot areas, city officials will work with the community to develop work plans, focused on specific neighborhoods, that will be designed to prioritize initiatives and link city policies on economic development, gentrification, racial equity, and climate resiliency, to achieve an equitable distribution of resources.

HI SB 559: Hawaii Climate Change Mitigation and Adaptation Commission
June 1, 2017
The Hawaii Climate Change Mitigation and Adaptation Commission will lead the state’s efforts to reduce greenhouse gas emissions and improve resiliency in line with goals set out in the Paris Agreement. (Notably the bill states: “Regardless of federal action, the legislature supports the goals of the Paris Agreement to combat climate change and its effects on environments, economies, and communities around the world. ”) The Commission will assess vulnerability to sea level rise as well as other climate impacts on sectors across the state, and assess the ability for Hawaii to meet their adaptation goals.

Broward County, Florida Ordinance 2017-16 and Future Conditions Maps for Infrastructure Design

Pursuant to Broward County Ordinance 2017-16, Broward County, Florida is referring to new groundwater maps that display how sea-level rise and precipitation changes are expected to affect future groundwater levels in reviewing applications for surface water management (i. e. , drainage infrastructure) licenses required for certain development projects. Due to the porous limestone geology throughout much of Southeast Florida, saltwater intrusion and increasing groundwater table levels are an increasingly concerning effect of rising sea levels.

California State Water Board - Resolution No. 2017 - Comprehensive Response to Climate Change
March 7, 2017
On March 7, 2017, California's State Water Resources Control Board adopted a resolution to integrate climate change comprehensively into its programs and decisionmaking, including drinking water regulation, water quality initiatives, and financial assistance. The resolution creates new requirements for divisions within the State Water Board that will help the agency achieve goals relating to adaptation, ecosystem resilience, water use and efficiency, and reducing greenhouse gas emissions.

West Virginia House Bill 2935 (2017): Resilience and Flood Protection Plan Act
2017
Enacted in 2017 by the West Virginia legislature, House Bill 2935 established the State Resiliency Office within the West Virginia Department of Commerce, and formed a Joint Legislative Committee on Flooding. The legislation recognized that all 55 counties and 32 major watersheds have been impacted by flooding, resulting in hundreds of deaths and repeated federal disaster declarations.
