City of San Diego, California: Climate Resilience SD

On December 14, 2021, the City Council of San Diego, California adopted the city’s first comprehensive resilience and climate adaptation plan entitled Climate Resilient SD. The plan lays out a framework to address climate change impacts by identifying the four primary climate change-related hazards affecting the city — extreme heat, extreme rainfall or drought, wildfires and sea-level — and providing a set of goals, policies, and strategies to offset these hazards. The plan, which focuses on adaptation, is a new addition to previous city plans that only dealt with climate mitigation.

Virginia Coastal Resilience Master Plan: Phase One

In December 2021, the Commonwealth of Virginia published Phase One of the Virginia Coastal Resilience Master Plan, which presents the Commonwealth's strategy for implementing coastal protection and adaptation measures to increase the flood resilience of coastal communities and economies. The Plan builds on the Virginia Coastal Resilience Master Planning Framework, which was released in October 2020 and outlined the core principles of the Commonwealth's approach to coastal adaptation and protection.

Boise, Idaho - Boise's Climate Action Roadmap
2021
In 2021, the City of Boise, Idaho published Boise's Climate Action Roadmap, a plan to help the city and its communities become carbon neutral and build resilience and ability to adapt to the impacts of climate change. The plan includes seven categories for action that will help reach both emissions reduction and resilience goals: Buildings and Energy, Transportation, Consumption and Waste, Food Systems, Natural Environment, Water, and Innovation and Engagement. In advancing strategies within these climate action priorities, Boise will be operating under three guiding principles to advance equity, improve health and wellness, and grow a climate economy.

Delaware’s Climate Action Plan

New Jersey Climate Change Resilience Strategy and Coastal Resilience Strategy

In October 2021, New Jersey released its statewide Climate Change Resilience Strategy (Strategy), which also includes a Coastal Resilience Strategy. It is the state’s first example of both a statewide climate adaptation plan and a comprehensive coastal resilience plan. Both were required by Executive Order No. 89 in 2019. New Jersey has been affected by climate change-driven impacts, such as flooding events, storms, rising sea levels, and increasing temperatures. The state developed the Strategy to address these impacts.

This state-mandated comprehensive plan can serve as a resource and tool for a variety of users including city staff, residents, and community organizations. In the Plan, the city focuses its recommendations on areas within Charleston’s Urban Growth Boundary (UGB) and more specifically, addresses the unique characteristics of the five areas of the city that are separated by waterways.

Community-Driven Climate Resilience Planning: A Framework
October 2021
In October 2021, the National Association of Climate Resilience Planners and the Movement Strategy Center, in collaboration with various other nongovernmental organizations, released the Community-Driven Climate Resilience Planning: A Framework. The Framework’s authors advocate that communities on the frontlines and most exposed to the impacts of climate change be involved in developing any plan that helps build their resilience to these impacts. The more these communities participate in the planning process, any resulting plans will be more effective.
