Our Power Puerto Rico: Moving Toward a Just Recovery

The Climate Justice Alliance (CJA) Our Power Puerto Rico report demonstrates how the "Just Recovery" model can be utilized to help the island recover from Hurricane Maria of 2017, which devastated Puerto Rico’s agriculture and rural farms. Just Recovery is a model centered on frontline communities' ability to respond, recover and rebuild from climate accelerated disasters. The model is created through the accumulation of hands-on cases conducted by Climate Justice Alliance which is an organization with 67 urban and rural frontline communities, organizations and supporting networks. The goal is to lay the groundwork necessary to activate community participation in both immediate emergency responses and long-term rebuilds. It also emphasizes that the process must be led by those who have been treated unequally in everyday life - the queer, trans, working-class, folks of color, disabled, immigrants, and/or femmes on the frontlines. By doing so allows frontline communities to build their own power, agency and self-determination while achieving climate adaptation. The report also includes a list of practical steps for conducting the Just Recovery model.

Eye of the Storm: Report of the Governor's Commission to Rebuild Texas

The Governor’s Commission to Rebuild Texas was established just after Hurricane Harvey devastated the Gulf Coast region of the state in August 2017. Governor Abbott directed the commission to determine ways to improve the process of disaster response and to develop strategies for protecting the region against future storms. The Commission’s report details the magnitude and impacts of Harvey; assesses the federal, state and local response to the disaster; and offers recommendations on how Texas can better prepare for future disasters.

North Carolina Session Law 2018-136 (2018): Hurricane Florence Disaster Recovery Act

North Carolina’s Hurricane Florence Disaster Recovery Act establishes the Hurricane Florence Disaster Recovery Reserve in the State General Fund, and establishes the North Carolina Office of Recovery and Resiliency within the Department of Public Safety and tasks it with overseeing long-term recovery and resiliency initiatives related to Hurricane Florence.

ReImagina Puerto Rico

The Resilient Puerto Rico Advisory Commission - a collaborative of leaders from Puerto Rico’s businesses, government, and NGOs - came together with local communities after Hurricane Maria to determine how to best rebuild Puerto Rico as a more physically, economically, and socially resilient island. The Commission released ReImagina Puerto Rico as a guide to resilient recovery and reconstruction. The report offers recommendations for how to maximize philanthropic, local government, and federal recovery funds.

Building Gulf Coast Resilience - Opportunities After Deepwater Horizon

From the Georgetown Climate Center, this report presents recommendations for enhancing Gulf Coast resilience as state and federal agencies implement projects to restore ecosystems affected by the Deepwater Horizon oil spill. Over 134 million gallons of crude oil was released into the Gulf of Mexico affecting 1,300 miles of coastline from Texas to Florida. Over the next 15 years, more than $20 billion will flow to the region for projects to restore ecosystems and economies affected by the Deepwater Horizon oil spill.

Post Hurricane Sandy Transportation Resilience Study in New York, New Jersey, and Connecticut
October 2017
The Federal Highway Administration led a Hurricane Sandy Resiliency Study to inform ways to improve resilience of the tri-state New York - New Jersey - Connecticut region's transportation system and to inform disaster recovery efforts. The study, which began in 2013 and was completed in late 2017, involved a detailed assessment of the impacts and disruption caused by Hurricane Sandy as well as from several other extreme weather events occurring in the area in 2011, and analyzed vulnerability and risk to the tri-state transportation system at three different scales: regional (entire study area), subarea (corridor/small network), and facility.

Keep America Beautiful - Community Restoration and Resiliency Fund

In quick response to the devastating effects of Hurricane Harvey and Hurricane Irma arriving back to back in August and September 2017, the nonprofit organization Keep America Beautiful launched the Community Restoration and Resiliency Fund. The fund will provide financial aid, technical support, in-kind donations, and other resources to affiliates and community partners whose residents are facing the widespread and long-term impacts of these climate fueled extreme weather catastrophes. The funds will go to green infrastructure projects to improve resiliency, and to building community engagement through social programs.

FHWA Emergency Relief Program and Resilience
The Federal Highway Administration (FHWA) developed this document to clarify that program funds provided through the Emergency Relief (ER) Program may be used to rebuild more resiliently in ways that will prevent damage from future extreme weather events. The FHWA-ER program provides funding for the repair or reconstruction of Federal-aid highways that have experienced major damage from natural disasters or other externally-caused catastrophic failures.
